2. Purpose of consultancy
To provide technical support to the country in assessing needs for electronic immunization registry in Somalia
3. Background
Following years of conflict and effects of climate change, Somali children and their mothers continue to suffer from multiple deprivations, including access to immunization services and adequate nutrition. which deny them the opportunity to thrive and reach their full developmental potential.
To meet various stakeholders’ expectations in-terms of strengthening the overall health system in Somalia. World Health Organization, Country Office in Somalia (WHO/SOM) intends to devise a plan to effectively execute, measure, monitor and report an effective Immunization services delivery programme, resulting to reduced infant mortality, improve vaccination coverage, build data credibility.
4. Deliverables
In consultation with the WHO Somalia team, UNICEF, Federal Ministry of Health and other key partners
Output 1: To conduct a data platform assessment exercise for better understanding of available data platforms, data capturing method, process for validation and identifying missing data, relevant technology (including manual process involved) used..etc.
Deliverables:
1.1 Conduct analysis of different data platforms and propose most relevant and useful data platform for Somalia EPI programme.
1.2 Develop effective system to communicate with target sector for sending information and reminders for immunization in a timely manner.
1.3 Work with national team to develop methods to monitor “drop outs” and track missing children and pregnant women who have missed out routine immunization
1.4 Support preparation of methods to measure and monitor the immunization programme’s effectiveness on real time basis.
1.5 Prepare report on the work performed, providing recommendations on the identified gaps and areas that need to be updated.
o Prepare feasibility report for developing and storing data based on the current country situation in terms of accessibility, availability of internet, coverage etc.
Output 2: Design an electronic registration system for EPI programme.
Deliverable 2:
· To demonstrate that the developed electronic registration system is:
· Adaptable to each party in ecosystem
· Technologically deployable
· Easy to capture/ monitor.
· Technology & device agnostic
· Modular & Flexible on reporting
Qualifications, experience, skills and languages
Educational Qualifications:
University degree in business administration; data management related fields computer, communication, electronics ..etc
Experience: Up to 5 years of relevant experience
Skills / Technical skills and knowledge:
· Working experience in developing and fragile countries
· Good knowledge of IT technology and their use
Languages and level required (Basic/Intermediate/Expert):
· Excellent knowledge in English (Written and Spoken)

Travel
Consultant will be required to visit different states in Somalia as required.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
Remuneration and budget (travel costs are excluded):
Remuneration: Level A ( High end of range) – USD $6,980 ( Monthly)
a. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 4 months.
