Duties and Responsibilities
The consutant will be part of the team of two evaluation experts and will lead the evaluation by participating in the evaluation process and taking inputs from another expert who is focusing on technical aspects of evaluation. Under the supervision of the Director, UNOOSA, the tasks will include, but be not limited to the following: 1. Review the following reference documents: donor reports of past years, technical reports of activities, evaluation report of 2017-2020, annual workplan and budget, and a booklet published in 2019 on 10 years of achievements of the Office. 2. Interview UNOOSA staff involved supporting implementation of UN-SPIDER programme and managing UN-SPIDER Beijing Office, donor agency, representatives of the countries supported by the UN-SPIDER, regional support office and other partners through electronic communication. 3. Comments on the activities leading to impacts of the office for the funding period from 2021 to 2024 considering: a. The implementation of the Funding Agreement; b. The UN-SPIDER mandate, work plans and budget of the UN-SPIDER Beijing office; c. Human resources available to the office; d. Funds available to the office; e. Coverage of the office activities at national, regional and international level; f. Linkage of to other intiatives of UNOOSA; g. Effectiveness of the technical advisory services (technical advisory missions and follow-up activities), Beijing annual conferences and training as well as other capacity-building activities and emergency mapping support considering (UN-SPIDER provides advisory and there is no provision fund to support the implementation of recommendations); h. Impact at the regional level through regional forums and engagement with regional organizations; and i. Commitments to global frameworks such as the Sendai Framework for Disaster Risk Reduction and “Early Warning for All” initiative. 4. Comments on the efficiency of the office and recommendations related to: a. activities at national, regional and international levels; b. financial aspects; c. technical excellence of the office and its networks; d. future activities of the office based on UN-SPIDER mandate; and e. other recommendations.
Qualifications/special skills
Advanced university degree in social sciences or natural sciences or related field. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Ten (10) years of professional experience and technical experience in the field of disaster management, including a track record of conducting various types of disaster management projects at the international level is required, preferably with experience in the projects implementation by United Nations. Experience of working for or evaluating programmes implemented by the United Nations in Asia is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage. Knowledge of Chinese is desirable.
