1. Develop a comprehensive training curriculum and material for the delivery of capacity building activities, based on training needs for operational Control Units in Haiti.
2. In line with the training plan developed in Deliverable 1, deliver one (1), three-week comprehensive training courses to the Control units in Haiti and submit a post-training report including recommendations.

Duties and Responsibilities
The consultancy will be carried out under the overall supervision of the PCBT Coordinator and direct supervision of the PCBT – Crime Prevention and Criminal Justice Officer based in Haiti. The consultant will perform the following tasks:
• Develop all materials to be used and delivered during training and mentorship activities outlined in section 4 of these terms of reference. The material should be enough to cover both practical and theoretical sessions with a daily schedule of 9:00 hrs. to 16:00 hrs., in accordance with the established overall duration of the course.
• The consultant will be required to collect pre and post-tests at the start and end of each activity and conduct an evaluation of each course in line with the format provided by UNODC.
• The consultant should ensure connectivity and coherence between specialized training activities as outlined in Deliverables 1 and 2.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
Minimum of ten (10) years of progressively responsible experience in criminal investigation and/or security sector management at the international or national level, including international airport passenger security, passenger profiling and targeting or intelligence led activities in an international airport with larger than ten million per year of passenger´s flow is required.
Proven experience in risk assessment and the use of its technical tools is desirable.
Proven experience with API/PNR systems is desirable.
Proven experience in designing and delivering training in the field of security management, border control or related fields is desirable.
Knowledge of local, regional and global organized crime trends is desirable.
Previous experience with UN and/or Government entities is desirable.
Excellent drafting and presentation skills are desirable.
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written French and English is required. Knowledge of another official United Nations language is an advantage.
