1. Develop and draft at least two (2) new different customized training modules to different audiences, intelligence officers, aviation planners, Field technology personnel, Field Missions leadership, managers and staff with a role in governance and management for this capabilities familiarization training, Air Operations personnel, UAS/RPAS and Airborne ISR contract administrators, contract managers and Field technology personnel (applicable to all UAS/RPAS Classes, I, II and III and airborne ISR systems) 2. Revise and update the newly UNHQ UAS/RPAS and Airborne ISR training SOP/guideline for the definition and implementation of the new UAS/RPAS and Airborne ISR training programme. 3. Develop and draft the new UAS/RPAS and Airborne ISR training catalogue (including all classes and types); 4. Organize and deliver at least two (2) new training and CoP seminars or workshops to selected audience as required; and 5. Plan and conduct at least two (2) assessment visits to field Missions for the implementation of this project.

Duties and Responsibilities
The United Nations (UN) Department of Operational Support (DOS), within the scope of the new Category Management approach, has identified a need to develop and implement specific improvement opportunities in the Unmanned Aircraft System/Remotely Piloted Aircraft System (UAS/RPAS) and Airborne Intelligence, Surveillance and Reconnaissance (ISR) Category. Currently, the UN UAS/RPAS and Airborne ISR fleet is made of different Classes and Types of UAS/RPAS and Airborne ISR, including CLASS I, micro, mini and small, CLASS II and III. These capabilities are generated through a process based on Mission’s operational requirements. The generation, management, and employment of UAS/RPAS and Airborne ISR require a large amount of specialized and qualified personnel from different areas, operations, data management, contract management and quality and safety assurance. For that reason, the UAS joint cell is working on the development and implementation of a wide UAS/RPAS training and Community of Practice progamme including all the related areas. This position is located within the Air Transport Service (ATS), Logistics Division (LD), Office of Supply Chain Management (OSCM) Department of Operational Support (DOS). The consultant in UAS/RPAS and Airborne ISR will report to the Chief Aviation Planning, Projects, and Training Unit in ATS. Under the overall supervision of the Unmanned Aircraft System/Remotely Piloted Aircraft System and Airborne Intelligence, Surveillance and Reconnaissance (UAS/RPAS and Airborne ISR) strategy lead, Chief of Section, Aviation Projects Planning and Training Unit, the incumbent will perform the following tasks and functions: 1. Develop and draft new different customized training modules to different audiences and UN clients, intelligence officers, aviation planners, Field technology personnel, Field Missions leadership, managers, and staff with a role in governance and management for this capabilities, Air Operations personnel, UAS/RPAS and Airborne ISR contract administrators, contract managers and (applicable to all UAS/RPAS Classes, I, II and III and airborne ISR systems). 2. Revise and update a newly developed UNHQ UAS/RPAS and Airborne ISR training SOP/guideline for the definition and implementation of the new UAS/RPAS and Airborne ISR training programme. 3. Organize and deliver at least two (2) new training and Community of Practice seminars or workshops to selected audience as required, location to be determined by the reporting officer (in person or remote); 4. Attend daily meetings with the Project Manager and monthly meetings with Chief ATS and relevant stakeholders to discuss progress and areas of concern and/or particular focus. 5. Support the preparation and execution of at least two (2) UAS/RPAS and Airborne ISR strategy training and Community of Practice project events, assessments and/or activities to take place during the term of this contract in a location to be determined by the reporting officer, for an estimated duration between 3 to 5working days. 6. Support the implementation of the UN UAS/RPAS and Airborne ISR CoP in UNHQ and Missions through customized meetings, seminars, and workshops. 7. Attend a formal consultancy review meeting in NYHQ a minimum of two (2), and a maximum of three (3) times, including the final presentation, for a duration of at least 2 working days. 8. Prepare a final report on the term of this consultancy that will be presented to the strategy reporting officer NLT 30 June 2025. 9. Other relevant tasks as identified by the Project Manager.
Qualifications/special skills
Advanced University Degree (Masters or equivalent degree) in Military Strategy, Aviation, Aeronautical Engineer or related. A combination of relevant academic qualifications and extensive practical experience may be accepted in lieu of the advanced university degree. ii. A minimum of 7 years’ experience in relevant field as a training developer and instructor (UAS/RPAS and Airborne ISR) is required. iii. Experience in developing training material and other learning modules related to UAS/RPAS of all classes I,II and III and Airborne ISR to different audiences and CoPs is required. iv. Experience supporting the integration of UAS/RPAS of all classes I, II and III and Airborne ISR capabilities in national and international security strategies and CoPs is desirable. v. Experience delivering training to national militaries, national security, and other government officials, is required. vi. Experience in the implementation of UAS/RPAS of all classes I,II and III and/or Airborne ISR strategies and/or UAS Joint Cells related activities for the United Nations or similar international organisation is desirable. vii. Fluency in English is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
