The consultant is expected to provide the following deliverables: • A detailed project plan with clear timelines and milestones for the assessment within 5 days of contract award. • A concise summary of the key findings and recommendations of the assessment report within 45 days. • Briefing on draft report outlining the analysis, findings and recommendations based on the assessment conducted within 10 days before the final report. • Comprehensive Final Needs Assessment Report: A detailed report outlining the analysis, findings and recommendations based on the assessment conducted within 60 days of contract award. • Upon completion of report, deliver a formal presentation to mission leadership summarizing the main findings and recommendations outlined in the assessment report.
Duties and Responsibilities
The main purpose of the Consultancy is to conduct a comprehensive assessment of the capability of the Somali Security Forces, Ministry of Defense (MOD), and Internal Affairs Ministry (IAM), including capacity strengthening requirements. The assessment aims to identify strengths, gaps, and potential areas for intervention to support the security apparatus in Somalia. The assignment will be conducted using various methods such as, but not limited to desk review of relevant documents; interviews with key government focal points in MOD and IAM, relevant Somalia National Army (SNA) and Somalia Police Force (SPF) personnel, key Informant Interviews & quantitative survey; interviews with senior leadership of United Nations Support Office in Somalia (UNSOS), interviews with relevant stakeholders and any other methodology deemed appropriate for achieving the purpose of the needs assessment. The Consultant will work under the overall guidance of the Office of the Head of UNSOS in close coordination with the UNSOS Director, and under the direct supervision of Integration Mission Training Centre responsible for overseeing the assessment. The Consultant will maintain regular communication and collaboration with UNSOS leadership, relevant government officials, selected Somalia security force members, and other stakeholders throughout the assessment process. Responsibilities will include, but are not limited to, the following: • Conduct a comprehensive needs assessment including operational capabilities, training programs, command and control systems, and logistical support of Somali security forces, Ministry of Defense, and Internal Affairs Ministry. • Analyzing the coordination between different security agencies at the federal and regional levels. • Conducting consultations with relevant stakeholders, including selected Somalia security force members, government officials, civil society organizations, and international partners. • Consider the effectiveness of the security forces in countering terrorism, maintaining law and order, responding to security threats, and protecting critical infrastructure. • Assess the coordination with partners such as United Nations Support Office in Somalia (UNSOS)and and the African Transmission Mission in Somalia (ATMIS) on security sector reform. • Engage with relevant stakeholders, including government officials, security force leadership, civil society organizations, and international partners to seek their perspectives, and experiences to gain a comprehensive understanding of the challenges and areas of support required. • Develop recommendations to address identified shortfalls/gaps in the immediate, medium and long term. • Reviewing relevant documents, reports, and policies related to the Somali security forces and the federal government’s support. • Gap Analysis of security forces in the sectors in relation to their readiness and capabilities. • Providing an impartial and comprehensive assessment report that includes findings, analysis, and recommendations for enhancing the effectiveness and efficiency of Somali security forces and the Federal Government of Somalia.
Qualifications/special skills
Advanced University degree in the social sciences, humanities, development studies and/or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven (7) years of progressive experience in training planning and administration, including delivery of training in public sector settings, at a senior level. Experience as a Military Officer in the rank of Major or above (or equivalent in other security services) and a strong understanding of the Somalia context, including the Somali Security Forces, Federal Government structures, and the security landscape in Somalia is required. Significant experience in conducting needs and capacity assessments, preferably within the field of security forces or defense ministries, with additional experience in conflict or fragile states and on complex issues of peacekeeping and peace support frameworks is required. Strong analytical and report-writing skills, as well as the ability to analyze complex information and present findings in a clear and concise manner is required. Experience in providing similar services to the UN and other multilateral organizations, particularly in collaboration with national governments and focused on security sector reform, with additional experience in training planning, administration, or delivery within the UN or a comparable international organization, is desirable. A minimum of five (5) years training experience in logistical support and related areas, is desirable.
