The Joint Emergency Response in Ukraine (JERU) currently utilizes the Red Rose platform for monitoring, evaluation, accountability, learning (MEAL), and program data collection. This includes registration, verification, post-distribution monitoring (PDM), and cash transfer management.
JERU aims to transition data collection activities from Red Rose to CommCare while continuing to use Red Rose exclusively for cash transfer management and tracking.
The primary objective of this consultancy is to ensure a smooth transition from Red Rose to CommCare and to optimize data collection processes. This will set the foundation for a broader rollout of CommCare across the mission.
The consultant will work closely with the MEAL Coordinator, Database Expert, Program Coordinator, Technical Advisors, and Heads of Projects to identify the data needs for various projects and activities that JERU implements, particularly through two pilot projects.
The data needs assessment will involve discussions with key stakeholders to understand the current data flow and recommend the best course of action for integrating CommCare. This will include ensuring data flow from previously collected data into CommCare to avoid data loss and analyzing the best approaches for different data collection methods. The CommCare roll-out will focus on various types of activities such as in-kind support, psychosocial support (PSS), cash support, and livelihoods, with data collection conducted by both JERU staff and partner organizations.
Additionally, the consultant will recommend the best course of action for integrating data between CommCare and Red Rose. This involves ensuring that single beneficiary IDs can be used across both platforms and that key beneficiary data can be securely and automatically linked. This integration will facilitate cash transfer management in Red Rose while maintaining registration on CommCare.
While some MEAL and project team members have received initial remote training on CommCare, the platform has not yet been officially launched in the mission. The consultant will thus develop and deliver comprehensive training on the key functionalities of CommCare tailored to the needs of the project team, technical advisors, and partner staff. This training will ensure that all relevant personnel are fully equipped to use the platform effectively. Given that JERU works with 10 implementing partners, all Ukrainian NGOs, who are primarily responsible for registration data collection, it is essential that these partners are fully integrated into the training process. The consultant will also prepare clear and comprehensive training materials specifically designed for partner staff and their enumerators. These materials will provide practical guidance on using CommCare for data collection, ensuring consistency and efficiency across all teams.
The consultant’s role is to support the country team in establishing an efficient data flow, setting up CommCare properly, anticipating potential issues, and supporting the training of staff. This includes supervising the initial data collection to ensure the smooth rollout of CommCare.
Consultants Profile:
- Technical Expertise in CommCare:
- Extensive Practical Experience: Proven experience in setting up, configuring, and rolling out CommCare for humanitarian or development projects. The consultant should have hands-on experience with CommCare modules, case management, and data flow configurations.
- Daily Practice with CommCare: Demonstrated daily use and familiarity with CommCare, including troubleshooting and optimizing the platform for various data collection needs.
- Experience with Platform Integration: Knowledge of integrating CommCare with other platforms (e.g., Red Rose) is recommended. The consultant should be able to design and implement integration strategies, including setting up unique beneficiary ID systems and automating data flows between platforms.
- Experience in Data Management and Platform Integration:
- Red Rose Platform Knowledge: Familiarity with the Red Rose platform, particularly in the context of cash transfer management, is highly desirable. Experience in coordinating data flow between CommCare and Red Rose would be an asset.
- Data Security and Integrity: Understanding of data security and privacy principles to ensure that key beneficiary data can be securely linked and transferred between platforms.
- Training and Capacity-Building Skills:
- Training Delivery: Proven ability to develop and deliver training sessions tailored to various audiences, including project staff, technical advisors, and partner organization staff. The consultant should be able to create clear and comprehensive training materials for different levels of users.
- Capacity Building: Strong capacity-building skills to empower local teams and partners to effectively use CommCare and manage data collection processes independently after the consultancy ends.
- Humanitarian Experience:
- Experience in Humanitarian Contexts: Experience working in humanitarian settings, particularly in complex environments like Ukraine, is highly valuable. The consultant should be able to adapt technical solutions to the specific challenges and needs of the context.
- Familiarity with NGO Operations: Understanding of NGO operations, particularly in monitoring, evaluation, accountability, and learning (MEAL), as well as cash transfer programming.
- Project Management and Communication Skills:
- Project Planning and Coordination: Ability to plan, manage, and coordinate multiple tasks and stakeholders throughout the consultancy period, ensuring timely delivery of outputs
- Strong Communication Skills: Excellent communication and interpersonal skills to engage with a diverse team of stakeholders, including WHH staff, technical advisors, and partner organizations.
- Preferred Qualifications:
- Internal Candidate (Optional): Ideally, the consultant should be an internal candidate within WHH, as familiarity with WHH’s systems, processes, and mission in Ukraine would be beneficial.
- Language Skills: Proficiency in English is essential, and knowledge of Ukrainian or Russian would be an asset.
- Logistical Considerations:
- Availability: The consultant should be available to begin the consultancy at the end of September and commit to the full 2-month duration, with the first phase conducted remotely and the second phase in-country.
- Visa Requirements: Attention to visa and travel requirements is necessary, ensuring that the consultant can work in Ukraine for the in-country phase of the consultancy.
