Duties and Responsibilities

Under the supervision of the United Nations Statistical Institute for Asia and the Pacific (SIAP), the consultant will have to produce between 200 – 250 interactive slides spread across 5 modules, to be used for disability statistics e-learning course, using the Articulate Storyline software. The e-learning content is intended to provide five to six hours of sitting time material (approximately 60 – 90 minutes per module). The substantive content for each module will be provided by the Economic and Social Commission for Asia and the Pacific (ESCAP) Social Development Division (SDD) and SIAP. The consultant’s assignment will therefore entail the following tasks: Activity 1: Develop a detailed project plan for the assignment, outlining the proposed approach and timelines for delivery of outputs. Activity 2: Develop detailed storyboards including all texts, interactions, and voiceovers for the online course on disability statistics, based on the substantive content developed by SDD and SIAP. Activity 3: Design the template and prototype for the disability statistics e-learning course Activity 4: Using Articulate 360 software, incorporate the design into the screens for each of the modules of the course and prepare the final version of the course for uploading online. Throughout the assignment, the consultant will liaise continuously with the team members from SIAP. The consultant will be required to: a) Participate in an inception meeting with SIAP and SDD to discuss the objectives and scope of the assignment, agree on the work plan and proposed timeline for delivery of the outputs. b) Engage in continuous consultation with SIAP and SDD to provide updates on the progress of the assignment. c) Liaise with SIAP and SDD to manage reviews of deliverables, incorporate feedback and produce final outputs as agreed in the work plan. Expected Outputs: The consultant is expected to produce the following outputs: > Pursuant to Activity 1 (by 7 May 2024): 1) Develop a clear work plan showing flow of tasks, timelines and deliverables. Pursuant to Activity 2 (14 June 2024): 2) Storyboard in electronic format for the e-learning course on disability statistics. Storyboard is to contain about 250 screens split over the 5 different modules of the course, with an integrated glossary/ list of references for each module. The course will contain 5 modules and glossary as follows: [Module names are subject to change after substantive content has been drafted] 1. Introduction to disability statistics 2. Measuring disability 3. Collection of disability data 4. Data analysis, interpretation and use of disability statistics for effective planning, monitoring and evaluation 5. Disability inclusive sustainable development Pursuant to Activity 3 (5 July 2024): 3) Design the template in Articulate 360 for the disability statistics e-learning course. Pursuant to Activity 4 (26 July 2024): 4) Incorporate the design into the screens for each module and provide the final version of the e-learning course on disability statistics prepared in Articulate 360 software.

Qualifications/special skills

> University degree in statistics, economics, education, technology or related field. > Ten years of progressively responsible experience with a focus on instructional design, developing e-learning courses and graphic design. Practical skills in the use of UI tools for graphic design, Articulate Storyline, Articulate Rise, Adobe Captivate, HTML5 raw coding and TechSmith Camtasia to develop e-learning tools is a required. Knowledge of design tools such as Adobe Photoshop, Adobe Illustrator, xAPI, SCORM including sound editing tools such as Adobe Audition is essential.

> Within the framework of the 2030 Agenda for Sustainable Development, disability inclusion in the development process has been increasingly crucial, necessitating the need to improve disability-disaggregated data to monitor disability-related Sustainable Development Goal (SDG) indicators. At the regional level, the Incheon Strategy to ‘Make the Right Real’ for Persons with Disabilities in Asia and the Pacific, the regional development goal to promote disability inclusion, reinforces the importance of disability-disaggregated data to measure progress against its targets and indicators. Disability data as a critical instrument to advance disability-inclusive development was reaffirmed by the adoption of the Jakarta Declaration on the Asian and Pacific Decade of Persons with Disabilities, 2023–2032. Underscoring the continued implementation of the Incheon Strategy, the Jakarta Declaration urges regional stakeholders to take measures to close disability data gaps and strengthen statistical capacities. Nonetheless, limited statistical capacities at national levels often hinder national statistical offices and other data relevant ministries/ departments from producing internationally comparable, reliable, and quality disability statistics. The findings of the final review of the Asian and Pacific Decade of Persons with Disabilities, 2013-2022 show that, while 16 of the 20 government respondents to a UNFPA survey had collected disability data or planned to do so in their upcoming censuses, only 9 could produce and report on more than one third of the Incheon Strategy indicators based on their most recent censuses or surveys. Moreover, only 5 of the 20 respondents used or planned to use the Washington Group questions on functioning. Disability statistics for designing, implementing and evaluating data-driven national public policies concerning persons with disabilities are often unavailable or incomplete. Strengthening capacities to produce and use disability statistics is critical to closing the existing disability data gaps. To that end, the Economic and Social Commission for Asia and the Pacific Social Development Division (ESCAP SDD) is partnering with the United Nations Statistical Institute for Asia and the Pacific (SIAP) to deliver an e-learning course on disability statistics for data users and producers in the Asia-Pacific region. The e-learning course targets statisticians and practitioners who work in the fields of disability-inclusive development and disability-related statistics. The National Statistics Offices and relevant line ministries whose responsibilities lie with data collection, analysis and dissemination will also be invited to participate in the course. The course is also open to decision- and policymakers who want to understand applicable tools and frameworks for tracking disability-related SDG indicators and improving disability policies and programmes through data collection and analysis. > The total remuneration for this contract is US $15,000. The consultant will be paid in two instalments as follows: • US$ 8,000 upon completion of deliverables 1 and 2 • US $ 7,000 upon completion of deliverables 3 and 4
