OVERVIEW OF THE FUNCTIONS OF THE POST

I. Background and Objective

UNESCO seeks to engage the services of an individual consultant with a proven understanding of UNESCO and related natural sciences networks in Asia and the Pacific to support the implementation of natural sciences programmes at UNESCO Jakarta.

II. Duties and Expected Output

Under the authority of the Director of UNESCO Jakarta, the incumbent is responsible for providing advice, research and knowledge, and management expertise in implementing Natural Sciences Regular Programme activities and projects as well as contributing to resource mobilization by developing project proposals for the Natural Sciences and to multi-sectoral and cross-country programmatic activities and initiatives of UNESCO Jakarta. The incumbent works within the frameworks of UNESCO’s Medium-Term Strategy (C/4), the approved Programme and Budget (C/5) and according to global development plans such as the 2030 Sustainable Development Goals (SDGs).

Long Description

1) Coordinate, manage and provide guidance for Water Sciences, Ecological and Earth Sciences (WES) and Science Policy and Capacity Building (PCB) programmes and projects in the Cluster Countries and the Asia Pacific region, to develop, drive, and ensure comprehensive delivery of natural science strategy; design relevant approaches, partnerships, policies, objectives, and deliverables.

2) Ensure effective implementation of Regular and Extra budgetary programme activities of Natural Sciences programmes. In particular:

3) Water Sciences:

a. Promote active IHP participation in Asia and the Pacific.

b. Encourage the development of IHP field projects including research, training, and demonstration activities.

c. Strengthen and reinforce links between IHP and participating institutions within flexible networks of scientific cooperation and maintain and strengthen the networks in the region.

d. Provide support to National and Regional IHP activities in Asia and the Pacific, and promote cooperative activities through regular programme resources

4) Ecological and Earth Sciences:

a. Contribute to the Man and the Biosphere (MAB) Programme and Biosphere Reserves within the context of the Agenda 2030 and related SDGs, the MAB Strategy (2015-2025) and Lima Action Plan (2016-2025) by analysing and evaluating programme/project implementation.

b. Contribute to the implementation of UNESCO Global Geoparks (UGGp) in the cluster countries by providing advice and guidance to the Member States.

5) Science Policy and Capacity Building

a. Contribute to the implementation of PCB’s main activities, such as Open Science and STEM Education in the Cluster Countries and the Asia Pacific region.

Long Description

6) Contribute to the mobilisation of extrabudgetary resources and developing partnerships to enhance the national and regional Natural Sciences cooperation programmes in Cluster Countries as well as in Asia and the Pacific, and where necessary with other UNESCO Offices, provide advice on integrated multidisciplinary programmes and projects.

7) Provide support in the preparation, formulation, and implementation of extra-budgetary projects of Natural Sciences of UNESCO Jakarta.

8) Supervise and provide mentorship to associate experts, interns and project staff related to the water and ecological sciences programme and cultivate a strong team environment for Natural Sciences activities collaboration/implementation.

9) Position-related regular and extra-budgetary programme/project activities to address regional and country priorities and ensure alignment with UNSDCF’s and National Development Plans at the country level. Lead alignment of work with national and UN development frameworks, such as the United Nations Sustainable Development Cooperation Framework (UNSDCF)

10) Carry out official missions as requested or agreed by DIR/JAK.

11) Additional activities that may be required to ensure the success of the work team.

III. Deliverables

1) Work plan for the contractual Period (within the first two weeks)

2) Monthly reports highlighting achievements and progress of project implementation, opportunities identified, challenges encountered/lessons learnt, and pending programme activities and plans put in place to ensure effective implementation. The report shall also include related outputs such as (a) Technical reports; (b) guidebook, workbook, and guidelines; (c) Mission reports, and (d) other related documents.

3) A Final report at the end of the contract period summarizing activities completed, opportunities identified, challenges and how they were addressed, lessons learnt and recommendations for further successful programmatic implementation.

QUALIFICATION

• Advanced university degree in a science-related field;

• At least 7 years of experience and engagement in international science networking and cooperation;

• Extensive project management experience with the ability to manage projects and teams independently.

• Extensive working experience in Asia and the Pacific, particularly with bilateral and multilateral donor agencies and NGOs.

• Previous engagement with United Nations agencies, and international non-governmental organizations would be an asset;

• Proficiency in written and spoken English.

WORKING CONDITIONS AND SCHEDULE

Based in UNESCO Office in Jakarta.

Working hours shall be 40 hours per week within office working hours, Mondays to Fridays.

UNESCO will provide a return ticket from the home base to Jakarta and a visa application fee (if applicable).

UNESCO will bear field missions travel cost undertaken whilst on duty.
