Background

The “Accelerating Impacts of CGIAR Climate Research for Africa” (AICCRA) program, funded by the World Bank, builds on past CGIAR investments in climate information services (CIS) and climate smart agriculture (CSA) to scale these innovations for smallholder farmers in the Africa region. As part of activities around AICCRA Theme 4: Climate Information Services, the International Food Policy Research Institute (IFPRI), in collaboration with the CGIAR Gender Platform, is planning to deliver a course on gender and cost-benefit analysis of CIS. The aim is to integrate gender considerations more profoundly in a curriculum that provides participants with the capacity to think critically through the ways in which one can quantify the costs and benefits, as well as the empirical impacts and cost effectiveness, of CIS.

IFPRI is seeking a qualified consultant to support the design and implementation of this course. The consultancy will start late August, and the course will be implemented from mid-November to early-December, meaning that the final deliverables will be planned for mid-December. The position is remote.

Scope of work

• Literature review on topics related to gender, economic preferences, and estimating wellbeing, to support the development of the course.
• Developing interactive assignments based on the course material, which the participants should be able to complete using Microsoft Excel.
• Organize supporting literature and further reading as a syllabus to support the main course materials; and facilitate sharing of these materials with course participants.
• Support the delivery of the course in a broad sense, including coordination with prospective attendees, tracking attendance, logistics during the course, and so forth.

Required qualifications of the consultant

• Master’s degree in economics, agricultural economics, behavioral economics, or related field.
• Demonstrated knowledge of the expected utility framework for welfare measurement within the past 5 years.
• Demonstrated ability to work with Microsoft Office packages, including Microsoft Word, Powerpoint, and Excel.
• Demonstrated knowledge of gender, climate change adaptation, and agricultural development.
• Excellent communication and interpersonal skills, including presentation skills.
• Demonstrated proficiency in English (fluent)

Preferred qualifications of the consultant

• Demonstrated proficiency in French (fluent)
• Demonstrated teaching experience
