Program Overview

WRI Indonesia seeks to assist the Government of Indonesia through the Ministry of Transportation (MoT) to enhance and mainstream innovative low-carbon development approaches to transform the transportation sector in addressing urban mobility issues in the coastal metropolitan of Indonesia that would pave the way for sustainable development and help achieve the government’s bold climate target ie. Net zero-emission.

 

WRI Indonesia under the UK Partnering for Accelerating Climate Transitions (UKPACT) will provide programmatic and technical advisory support to address the economic challenges posed by Covid-19 recovery and the increased risk of natural disasters due to climate change. The objective will be carried out through several technical assistance such as the enhancement of design to public facilities, holding events to increase public awareness of inclusive access to transportation, and to assess the resiliency of communities living in coastal areas in Metropolitan Surabaya and Makassar. The program envisions that sustainable mobility of coastal metropolitan areas should factor in elements such as safety, inclusiveness, and low carbon mode of mobility. In the end, the program will provide the city with a design of inclusive, safe, and continuous non-motorized facilities and draw its connection with low-carbon public transport mode. Lessons from the program will be utilized to inform the Ministry of Transportation about challenges and policy gaps in realizing the concept of sustainable transportation, especially in coastal cities.

 

Job Highlight

The Sustainable Urban Financing Consultant will be part of the WRI Indonesia UK PACT team that leads a consortium who conduct various project activities implementation at the national, province, and in the cities of Surabaya and Makassar to develop a mobility system that safe, inclusive, and resilient to climate change impacts. This position will be at the forefront of identifying and analyzing financing alternatives for various mobility system projects and initiatives, especially in the coastal cities of Jakarta, Surabaya, and Makassar. With the objective of ensuring successful funding and financial sustainability for project’s key initiatives.

 

This position will work on three initiatives in each city. In Makassar, the candidate will work with the team to help to map existing project readiness, formulate financial models, and identify potential financing schemes and sources. In Surabaya, to support the development of a conceptual design that the consortium proposed by matchmaking property owners and private parties to generate partnerships and identify feasible business model schemes for urban development and old town revitalization projects. In Jakarta, the candidate will assist the Ministry of Transportation in addressing the gap between studies and projects needed to achieve the mitigation action of net-zero emission targets done across transportation subsectors and their potential financing scheme.

 

Under the supervision of the Senior Urban Development Program Lead, consultant will work closely with the WRI Indonesia Climate Energy Ocean and Cities cluster team, actively engage with stakeholders at the Ministry of Transportation, financial institutions, potential investors, the UK Embassy, consortium members, leaders at the provinces and cities, and other NGOs.

 

The Sustainable Urban Financing Consultant will be based in Jakarta with office-flex working arrangement and may be required to travel as needed for assignments.

 

What You Will Do

Financing Research (55%)

  • Identify and assess diverse financing alternatives, such as public-private partnerships (PPPs), bond issuance, loans, grants, and equity investments for alternative financing solution, including green financing, to ensure a successful funding and financial sustainability of the key initiatives proposed by the Consortium.
  • Conduct desktop analysis of regulations and policies to determine prerequisites, challenges, and opportunities to make sure all financing activities comply with relevant laws, regulations, and organizational policies.
  • Map and analyze projects in the pipeline to determine suitable revenue sources and financing opportunities
  • Evaluate financial risks and analyze mitigation strategies that can be done to ensure secure and stable investment outcomes.
  • Guide, build capacity, and direct Surabaya and Makassar consultant to ensure the consortium initiatives attain proper financing and sustainable operations.
  • Coordinate any research and analysis to further develop insights and use project’s cases/findings in the regions to mainstream WRI Indonesia position on sustainable transportation especially in coastal cities

 

Engagement (35%)

  • Maintain and assisting to foster networks of policymakers, government officials, private sectors, NGOs, and other development partners that shared the vision of sustainable and climate-resilient mobility,
  • Organize kick-off meetings, the launch of knowledge products, and monitoring visits to connect WRI with key persons at the MoT, UK Embassy, public officials, and other relevant parties,
  • Collaborate and connect with government agencies, financial institutions, investors, and other stakeholders to secure potential funding and financing partnerships.
  • Manage the expectations of external parties to be aligned with UKPACT outputs and work plan.
  • In coordination with WRI Indonesia communications team for any communications-related products and events.

 

Project Management (10%)

  • Lead the overall planning and implementation of the financing sourcing strategy, and orchestrating collective efforts within the relevant team
  • Prepare quarterly reports, meeting slides, minutes of meetings, and speeches for the consortiums
  • Track and reviews pipeline, identify any gaps and risks, then escalate the discussion to projects team lead as appropriate.

 

What You Will Need

Required qualifications:

  • Bachelor’s degree in Finance, Economics, Business Administration, Public Policy, or other related field
  • Minimum of 4 (four) years of proven working experience in infrastructure investment, project finance, or a similar role.
  • Knowledge of industry trends, financial markets, and regulatory frameworks.
  • Strong understanding of urban mobility issues and the interrelated linkage that co-exists with climate change, governance, and greenhouse gas emissions,
  • Ability to apply research techniques to identify key decision makers, thought leaders, and influencers.
  • Experience in maintaining a strong and healthy external database of networks with information on key decision maker’s interest and preferences.
  • Being outspoken in delivering opinions, judgments, or creative ideas
  • Strong analytical skills and knowledge with the audacity to carry out independent analysis and draft the results into knowledge and/or communications products
  • Ability and willingness to travel to the program location in Surabaya, Makassar, or other cities as assigned,
  • Self-motivated and able to work independently and as a team player,
  • Business proficiency Bahasa Indonesia and English on both written and verbal communications
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Legally able to work in Indonesia

 

Preferred qualifications:

  • Having experience working with NGOs in the public sector

 

Deliverable

  1. A desk review of existing regulatory frameworks, policies, and key stakeholders that align with the effort of successfully funding and ensuring financial sustainability for initiatives proposed by the consortium,
  2. An analysis on urban development and mobility system financing landscape and potential financing alternatives,
  3. Detailed financial models for various mobility system projects in Surabaya, Makassar, and Jakarta, highlighting potential returns, risks, and sustainability. providing a clear financial roadmap for project implementation and long-term success.
  4. Support on planning and delivery of UKPACT Program activities such as surveys, workshops, FGD, capacity building, and public events in Jakarta, Surabaya, and Makassar. This will be done through drafting the ToR, budget plan, event control sheet, communication brief, and other tasks toward successful event delivery,
  5. Co-produce (with Communications Team) communications product such asbrief reports, social media content, and knowledge products that are linked to high-level meetings or activities delivered over the course of the program
  6. Attending meetings and engagement activities involving the UK Embassy, members of the UKPACT working group at all levels of government, the private sector, and local communities.
  7. Produce project’s required reports in a timely and satisfactory manner
  8. Produce regular comprehensive reports on the work progress and achievements.

 

Duration

This position is expected to start immediately for a contract period of up to 10 (ten) months.

 

Terms of Payment

Daily rate-based consultant with maximum of 120 (one hundred and twenty) working days for the whole contract period or 12 (twelve) working days per month on average
