Scope of Work Consultant Position: Georgia Human Rights Assessment
Location: Georgia Unit: Human Rights, Education, and Empowerment
Reports to: Technical Advisor, Human Rights, Education and Empowerment Duration: Up to 15 days (120 hours) of work between August 2023 and January 31, 2024 with a possible extension \
Assignment Summary: The consultant will 1) conduct analysis related to vulnerable groups’ human rights needs, government policies and services, and civil society capacities for advocacy and monitoring; 2) perform stakeholder mapping and analysis; 3) facilitate consultations with relevant actors; 4) provide cost inputs and 5) help with translation and interpretation as needed.
Activities:
Specific tasks to be carried out during this assignment are as follows:
Using questions and parameters provided by Winrock, respond to technical questions to inform the design of a proposal.
Prepare a directory of international, governmental, nongovernmental, and private sector organizations that are engaged in policies, awareness and services for persons with disabilities, LGBTQIA+ persons, women, and children victims of violence .
Organize meetings with national and local government officials, international and local NGOs, social service providers, and other stakeholders working to advance human rights in Georgia.
Attend meetings or hold calls on behalf of Winrock and provide detailed notes and information gathered.
Provide specific recommendations on interventions to improve the policies, their implementation, and capacities of agencies to serve the abovementioned marginalized groups, as well as rightsholders’ organizations and voice.
Prepare and send follow-up emails to those who met with Winrock.
Assist in the collection of relevant follow-up documents (reports, research, policies, tools, etc.) from stakeholder groups and other sources. Assist in the collection of “letters of support” from potential partners identified with Winrock.
Provide cost inputs per Winrock template and provide clarifications/supporting information if needed.
Support organization of an in-person trip if needed, including preparing a meeting schedule/itinerary. QUALIFICATIONS:
The consultant must possess in-depth knowledge and work experience on human rights, especially those unique to persons with disabilities, LGBTQIA+ persons, women, and children victims of violence, relevant government structures, and social services in Georgia. Extensive knowledge and work experience on human rights and vulnerable populations in Georgia;
Strong organizational skills and experience in securing and organizing meetings with relevant stakeholders; Experience liaising with government officials; Ability to manage available time and work on tight deadlines; Experience in consolidating and analyzing data and writing reports; Strong interpersonal skills, cultural awareness, and sensitivity;
