Qualifications

Purpose of consultancy

To develop technical products related to health systems resilience and Essential Public Health Functions (EPHFs) including as it relates to the Humanitarian-Development-Peace triple nexus.

The technical outputs to be delivered are evidence reports on building Health Systems. Resilience in various contexts including Fragile, conflict and violence affected settings, consultations with targeted stakeholders, materials for Joint Working Team collaborations and technical materials on EPHFs.

Background

Recent and ongoing disease outbreaks and other public health challenges continue to reveal the vulnerability of health systems to shocks and the need for the development of resilient health systems which can maintain routine health services in all contexts. The Health Systems Resilience (HSR) and Essential Public Health Functions (EPHFs) Team within the Special Programme on Primary Health Care (PHC) delivers WHO’s work on this area, working to further strengthen and develop an integrated approach to health systems strengthening with public health underpinning including synergies with health security and other programs. This includes a focus on supporting countries in Fragile, Conflict and Violence-affected (FCV) settings.

The HSR and EPHFs team is implementing various health systems resilience projects including the KOICA-funded “Making health services resilient with quality and preparedness for emergency response” project, USAID funded project on “Informing policy and actions for strengthening institutional capacity for Essential Public Health Functions (EPHFs) in global and national contexts”. The Team has a central HQ responsibility for the work on the essential public health functions (EPHFs), fostering an integrated approach to health system strengthening, providing health systems inputs in UHC and health security efforts (including recovery and transformation in the COVID-19 context and beyond. The Team is also responsible for key Technical Products; the Health System Resilience Toolkit (Global Public Health Good 924), operationalizing the Health Systems Resilience Toolkit, and Health Systems Recovery and Transformation Planning Guide. Proposed upcoming technical products include “Institutionalizing enablers for Humanitarian Development Peace Nexus (HDPN) to build resilience in health and allied systems”.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • A first level university degree in medicine, public health, health services or a related field. .

Desirable:

  • Advanced university degree in public health, health systems or related field.
  • Additional professional qualifications related to public health, health systems strengthening or related field.

Experience

Essential:

  • At least 5 years of relevant experience in health system strengthening/resilience and health security with which at least one year working in connection with or under the auspices of an organization focusing on global public health.

Desirable:

  • Experience in working with WHO in related field of health systems resilience including health system/health security synergy.

Skills/Knowledge:

  • Advanced skills in report writing, literature reviews, data analysis.
  • Advanced computer literacy in standard office applications.

Languages required:

Essential:

  • Expert knowledge of English.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
