Duties and Responsibilities

Background
The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to: provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the GCTS; strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Global Counter Terrorism Strategy (GCTS).
The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the seventh review of the Global Counter Terrorism Strategy, as well as relevant other General Assembly resolutions. Additionally, the Women, Peace and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions , provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically urges Member States and the United Nations system to ensure the participation and leadership of women and women’s organizations in developing strategies to counter terrorism and violent extremism which can be conducive to terrorism, including through countering incitement to commit terrorist acts, creating counter narratives and other appropriate interventions, and building their capacity to do so effectively.
This TOR is targeted at the recruitment of a consultant with established expertise and able to provide tailored advice and support the work of the UNOCT Gender Unit in implementing the Gender Mainstreaming Policy and Action Plan, as well as the provision of specialized technical assistance on gender mainstreaming within technical areas of counter-terrorism and the prevention of violent extremism.
Functional Responsibilities
Under the overall supervision of the UNOCT Gender Advisor, the incumbent will provide specialized support the Gender Unit/ Human Rights and Gender Section for the optimal implementing of the Gender Mainstreaming Policy and Action Plan, as well as provide expert advice and technical assistance for quality assurance in mainstreaming gender across technical areas of counter-terrorism and the prevention of violent extremism.
Specific tasks for the incumbent include:
Contribute to the implementation of the Gender Mainstreaming Policy and Action Plan:
– Contribute with substantive inputs for the development of gender modules, publications, dedicated gender events, expert meetings, and gender sessions within technical CT/PCVE trainings and events ;
– Contribute with substantive inputs and technical advice for the development of specialized tools for gender mainstreaming within UNOCT programmes and projects in technical areas of CT/PCVE programmes (CRBN/WMD, Cyber and new technologies, AROS, Investigations, CFT).
– Contribute with background research for the preparation of substantive discussions in the Gender Task Force and other relevant external and internal meetings on gender and CT/PCVE;
Provide technical assistance and support on Gender and CT/PCVE
– Provide expert advice and contribute with background research for the development of context-based and thematically focused gender analyses;
– Provide expert advice to the implementation and assessment of technical CT/PCVE initiatives from UNOCT programme teams;
– Contribute with background research for the development of briefing notes, background papers and statements for a variety of internal and external meetings on technical CT/PCVE aspects.

Qualifications/special skills

Education: Advanced University Degree (Masters or equivalent) in gender studies, international human rights law, international security or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of three years experience in policy development, development of thematic policy briefings, analytical report writing and training development. Previous experience providing technical assistance on gender mainstreaming in initiatives related to CT/PCVE required
Relevant experience in conducting research and/or as a practitioner in gender, international security and CT/PCVE related issues required. Proven track record on expertise in gender and CT/PCVE.

Languages

The ability to write clearly in English is essential. Working level knowledge of other UN working languages is an asset.
