Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.

The Radiation Safety and Monitoring Section is responsible for the delineation of an international programme to protect workers, patients and the public from all types of exposure to natural or artificial radiation, in line with the most recent scientific knowledge and information. The Section is also responsible for the provision of radiation safety technical services to staff members and experts who may be exposed to ionizing radiation as a result of activities conducted by the IAEA.

Main Purpose

To support the above-mentioned activities there is a need for support from a Japanese-speaking consultant who will provide technical assistance to the Project Officer (stationed at the RANET CBC in Fukushima) and RSM Section Head and individual Project Leaders responsible for implementation and coordination of the IAEA Fukushima Cooperative Project NSRW9/21 (stationed at IAEA headquarters in Vienna). The support is expected to cover all aspects of the planned missions and workshops, as well as various logistics and administrative arrangements, information dissemination and e-learning.

Functions / Key Results Expected

The consultant shall provide technical, drafting, administrative and logistics support to the IAEA Project Officer, Section Head and Projects Leaders for:
• the technical projects on radiation safety and monitoring addressing remediation, decontamination and land use in the affected territories in the Fukushima Prefecture and neighbouring prefectures.
• the IEC workshops/exercises on RANET Emergency Preparedness and Response, Notification and Monitoring.

Qualifications and Experience

  • University degree in Chemistry, Environmental Sciences, Engineering, Physics or any other related field;
  • Minimum of 3 years’ experience in administrative assistance in preparation and/or implementation of technical projects;
  • Basic knowledge of technical language and terminology used in physics and engineering;
  • Ability to draft report summaries project plans, etc., under the supervision and guidance of the Project Officer and Project Leaders;
  • Experience in preparing materials that convey the results of the technical projects for dissemination;
  • Experience in developing e-learning course content (experience with Articulate e-learning authoring tool desirable);
  • Skills and knowledge to provide administrative support: – Proficiency in the use of MS Office Word, PowerPoint, Excel, Outlook) and Adobe Acrobat;
  • Logistic and organizational skills to plan, prepare for and/or implement technical projects;
  • Excellent oral and written command of English and Japanese (required). Knowledge of other IAEA official languages such as Arabic, Chinese, French, Russian, or Spanish is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
