In the framework of the Joint Programme (JP) that UNESCO implements in the Chiquitanía Region in Bolivia along with UN-Habitat and ILO to install and promote the Human Security Approach among civil society and public institutions, this contract seeks to strengthen communication skills in young leaders in the Chiquitanía Region to raise awareness on the Human Security Approach and the insecurities they face within their territory, among public institutions and civil society. The results of the consultancy will aim at promoting youth participation, empowerment and ownership of the project and the Human Security Approach through the development and dissemination of information both, digitally and face to face (national meetings).
Established in 1999 by the Executive Office of the Secretary-General (EOSG), the United Nations Trust Fund for Human Security (UNTFHS) has been a pioneering financing mechanism, advancing integrated programmes by the UN System and partners that are comprehensive, people-centred, context-specific and preventive.
The consultant is expected to provide training in oral skills, tool co-creation, development of content for digital tools, and related, and travel within Bolivia with a selected group of young beneficiaries to disseminate the Human Security Approach and learnings of the project to 2 national meetings with public institutions.
I. Design and validation of a work plan, which includes:
a. At least, three field missions to the Chiquitanía for preparation sessions.
b. Accompaniment to the beneficiaries to 2 national meetings to raise awareness on the Human Security Approach.
c. Methodologies and techniques to be applied to carry out the assignments.
II.A report on the training activities for young leaders that reflects:
a. Preparation sessions in oral skills, tool co-creation and digital tool development with a community-led approach that show the methodologies applied.
b. An assessment on the performance and training of the beneficiaries that includes attendance sheets, and a recommendation of 3 to 6 beneficiaries to be part of the national trips.
III. Communication:
a. Development of audiovisual material: minimum 20 high-definition photographs and 10 videos
b. Minimum 10 infographics on the activities carried out with the beneficiaries
c. Organization of minimum 2 national meetings and accompaniment to 3 beneficiaries to raise awareness on the Human Security Approach[1]
d. Minimum 2 Power Point presentations or relevant communication material to present during the national meetings
e. A professional short video (in Spanish and containing English subtitles) on the Joint Programme and the Human Security Approach, highlighting the participation of the beneficiaries
IV.Reporting
a. A final report in English and Spanish, a synthetic report and a Power Point presentation, as well as the main conclusions and recommendations of the consultancy.
Throughout the consultancy, community activities must be implemented at least partly in person for the design, validation and restitution of the products attained. Activities should include meetings, workshops, focus groups or others, that allow the active and meaningful involvement of the beneficiaries. All activities must mainstream a gender-transformative approach, in a visible way, both in theoretical and methodological terms, and in the results. Likewise, the consultant must participate in meetings to present progress and results to UNESCO and partners involved.
The consultant will be assisted by 2 community United Nations Volunteers hired for the project to carry out the assignments on the field, and will count on the support of the project coordinator to organize the national meetings.
Monthly progress reports must be delivered to UNESCO, that include activities and products developed, according to the work plan.
[1] The cities to hold the national meetings shall be validated by UNESCO. The consultant´s financial proposal must include travel expenses for 3 beneficiaries.
• Proven experience in providing training around communication skills for non-academic audiences.
• Three (3) years of experience in the design/implementation of communication and visibility plans, audio-visual production, communication for awareness-raising, or related.
• Three (3) years of experience in the implementation of successful creative communication tools for heterogeneous audiences.
• Proven experience in audio-visual production in the field of culture and/or local development.
• Significant experience implementing participatory methodologies and techniques.
The Consultant will conduct their tasks and responsibilities under the authority of the Director of the Office, and the supervision of the Culture Programme Specialist. Remote mode with trips to the Chiquitanía, Bolivia
The contract is valid for 9 months from the date of its signature and requires exclusive dedication from the Postulant.
1. Undergraduate (Bachelor) degree in Communications, Public Information, Visual Anthropology or related.
2. Specific experience in the fields of education, culture and development is an asset.
3. Experience in communications for community engagement in Andean countries
4. Good level of English
1. Graduate (Masters) degree in communications for development, audio-visual production, culture and heritage, or related.
2. Relevant experience in United Nations agencies, programs, and funds, or international organizations on consultancy assignments, in relation to the areas of intervention of the project (cultural heritage, environment, rural development, decent work, gender, and youth).
