Purpose of Project and Background

The Global Road Safety Partnership (GRSP) is a global partnership between business, civil society and government, dedicated to the sustainable reduction of road crashes and trauma. In collaboration with its members, GRSP is a leading contributor to global road safety knowledge, and through a participatory approach in its project work, builds capacity of road safety stakeholders and encourages the adoption of global good practice to address local road safety issues.

Job Purpose

 

Specifics of the role

The International Road Safety Expert is at the direction of the GRSP’s Manager, Global Road Safety Advocacy and Grants Programme and will have skills and experience relevant to the fields of developing standards and compliance regimes for helmets. They will possess experience in related dimensions of this type of road safety work in high-, middle, and low-income countries, for example in developing testing and implementation plans, as well as in provision of advice to government agencies.

Consultancy objectives

Provision of technical expertise on helmets and helmet standards to support GRSP staff and programmatic needs;

  • Support in the area of capacity building and training for GRSP staff and relevant GRSP stakeholders involved in road safety in projects implemented by GRSP, in particular through inputs on issues relating to standards, testing, and implementation of policies relating to helmets.
  • Preparation of documents, guidelines and presentations to support GRSP work with civil society and government agencies on topics of helmets and helmet standards.

Desired Outcomes

  • Provision of technical information to support GRSP grantees and stakeholder needs on issues relating to policies and implementation issues for helmets and helmet standards.
  • Expanded and improved GRSP knowledge-base on key aspects of helmets relating to policy and implementation.
  • Development and finalization of a guidance document for implementation of helmet standards in low- and middle-income countries.

 

Job Duties and Responsibilities

 

Method of delivery and reasons for selecting that method

This GRSP Consultant is expected to work independently but with direction and guidance from GRSP’s Manager, Global Road Safety Advocacy and Grants Programme. The specific outputs and deliverables are outlined in the “Desired outcomes” section.

 

Support to be provided to the consultant

The Consultant will be provided with administrative support from the GRSP Secretariat, as well as the support and guidance of the relevant GRSP Managers.

 

Schedule for payment of fees

The Consultant is expected to submit an invoice monthly for any work done in the previous month, and report within 14 days of completion of training resources or specific deliverables.

Time Allocation, for budget purposes

The assignment is for a period from 01 January 2025 to 31 December 2026, working for a total maximum of 50 days.

Management of consultancy

The manager for this consultancy is the GRSP Manager, Global Road Safety Advocacy and Grants Programme.

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.

 

Education

 

  • A post-graduate degree, in Biomechanics of related fields

 

Experience

 

Required:

  • At least 10 years of experience in research and technical work on motorcycle helmet standards.
  • Experience in working with governments in developing and implementing motorcycle helmet standards.

 

Knowledge, Skills and Languages

 

Required:

  • Good understanding of the process and technical aspects of developing and implementing helmet standards in low- and middle-income country contexts.
