The consultant will perform the following tasks:
• Undertake assessment missions in selected airports as requested.
• Draft the reports on the airport security assessment
• Develop training materials for the selected airports.
• Coordinate the development and delivery of on-site and online training according to the assessments’ outcomes.
• Coordinate the development and the delivery of mentoring activities to build the capacity of the JAITFs in three key areas:
a. developing and implementing effective working methodologies.
b. analyzing passenger information data to identify high risk profiles
c. developing searching and interrogation techniques to detect illicit trafficking of illicit commodities at the passengers’ area
• Support the units to refine and improve their targeting and analysis work.

Duties and Responsibilities
The Airport Communication Programme (hereinafter “AIRCOP” or the “Project”) is a multi-agency project based on the cooperation between UNODC, INTERPOL and the WCO that aims at strengthening the capacities of participating international airports in Africa, Latin America, the Caribbean, the Middle East, South-East Asia and South-Eastern Europe to detect and intercept drugs, illicit goods and high-risk passengers in origin, transit and destination countries with the overall objective of disrupting the illegal criminal networks. AIRCOP is implemented by UNODC in partnership with INTERPOL and the WCO and aims at rooting a culture of intelligence gathering and information sharing in regular working practices of law enforcement agencies present at international airports and at building their capacities to detect (through targeting and profiling) and interdict drugs, illicit goods and high-risk passengers.
For this purpose, the Law Enforcement Expert will support the establishment and full operationalization of the Joint Airport Interdiction Task Forces (hereinafter “JAITFs”), where relevant together with the UNODC-WCO Container Control Programme (CCP). The Consultant will support the role of the JAITFs within the airport context, promote their full integration with existing structures and advise on data collection to feed risk-based processes aimed at selecting high-risk profiles. The Consultant will develop and support the drafting of tailor-made Standard Operating Procedures (SOP) aimed at maximizing the synergies between customs and other relevant counterparts. The Consultant will also assess needs in terms of IT and tools aimed at enhancing the execution of the detection of illicit passengers and commodities at the airports. The Consultant will arrange for customs administrations and other relevant law enforcement agencies of the different countries to participate in regional forums, thereby facilitating the creation of regional and interagency networks. The Consultant will conceptualize and deliver training programs at the national and regional levels to enhance the capacity of officers within the JAITFs. He will also advise on the possible implementation of Advance Passenger Information/Passenger Name Record (API/PNR) systems, including the establishment and institutional setup of the structures that will be in charge of the collection, risk assessment and targeting based on the analysis of passenger data in South-Eastern Europe.
Qualifications/special skills
An advanced university (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in similar areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the university degree.
• A minimum of 10 years of relevant progressively responsible professional experience in risk-based working methodology (profiling), with a focus on law enforcement, organized crime, drug- trafficking or border management is required;
• Experience in delivering training with practical experience in both classroom and practical on-site related risk-based working methodology and to the use of techniques and risk indicators applied to the selection of passengers/containers is required;
• Previous experience within the Airport Communication Programme is required;
• Experience in development of training material is desirable;
• Practical experience with UN programmes, or international organizations is desirable;
• Ability to synthesize and clearly summarize large amounts of information into clear concise reports is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
