Under the supervision of the Regional Coordinators for the Border Management Programme, the consultant will have performed the following tasks:
1. Conducted a comprehensive analysis in the form of a report to identify the training needs on leadership development and coaching program.
2. Drafted, designed, and developed four (4) specialized leadership development programs. These programs focused on leadership within complex law enforcement environments, catering to the needs of senior-level managers and commanders. Another facet of the program concentrated on ethical leadership and accountability, tailored for mid-level managers and commanders. The consultant continuously refined the training curriculum, drawing from feedback provided by the UNODC Regional Border Management Programme to enhance the training materials and delivery methods throughout the program.
3. Designed an effective coaching program, carefully crafted for selected mid and/or senior managers and commanders within the organization.
4. Collaborated with relevant national law enforcement counterparts and the UNODC Regional Border Management Programme in the development of training materials.
5. Delivered these specialized programs within the designated location (Thailand), ensuring that participants received high-quality training and guidance.
6. Concluded by compiling and presenting a comprehensive final report. This report encompassed key insights gained, “lessons learned” from the program implementation, and actionable recommendations for future implications or program replication..

Duties and Responsibilities
The project’s focus on enhancing leadership capabilities for transnational crime prevention, detection, and border security within the ASEAN Community necessitates a comprehensive and structured approach. To achieve this, the appointed consultant will play a pivotal role in crafting and implementing a series of targeted leadership programs tailored to the unique challenges faced by law enforcement officers operating across borders.
The selected consultant will be entrusted with the following duties and responsibilities:
1. Program Design and Delivery: The consultant will prepare, develop and execute two (2) specialized leadership programs. Each program will comprise two (2) distinct phases designed to build progressively upon participants’ leadership competencies.
-Complexity Leadership program for senior-level managers/commanders; and
-Police Ethical Leadership program for mid-level managers/commanders.
2. Cohort Engagement: The consultant will oversee two separate cohorts of police and law enforcement officers, in mid-level and senior managers/commanders, carefully selected for their roles in tackling transnational crime. The programs will be strategically structured to accommodate the diverse backgrounds and operational contexts of these cohorts, ensuring maximum relevance and applicability.
3. Coaching: A specialized coaching initiative will be offered to a carefully selected group of mid and senior-level leaders within law enforcement agencies. This personalized coaching will be meticulously tailored to address the distinctive leadership challenges encountered at higher echelons of command. Its primary aim is to facilitate and enhance effective decision-making, strategic planning, and interagency coordination, equipping these leaders with the skills and insights necessary to excel in their leadership roles within the organization.
4. Content Development: The consultant will curate and develop the content of the leadership programs, integrating a rich blend of leadership theories, practical case studies, and real-world scenarios. The content will be aimed at equipping participants with tangible skills, strategies, and perspectives necessary for leading their teams with efficacy and resilience.
5. Interactive Learning: The consultant will employ interactive and experiential learning methodologies, fostering participant engagement, active problem-solving, and peer learning. Practical exercises, group discussions, and role-playing scenarios will be employed to immerse participants in the complexities of transnational crime prevention and border security.
6. Monitoring and Evaluation: The consultant will maintain an ongoing process of evaluating the leadership programs, encompassing both pre- and post-program assessments. Robust feedback mechanisms will be established to systematically collect input from program participants, fostering a dynamic cycle of improvement in program content and delivery methods based on real-time insights and outcomes.
Qualifications/special skills
-An advanced university degree (Master’s degree or equivalent) in law, criminology, criminal justice, political science, instructional design, education, adult learning, or any other relevant discipline, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
– Coaching certificate or minimum of 5 years coaching experience is required
– Knowledge and solid experience in developing training curriculum and materials in relations to leadership development in a policing and law enforcement environment is required
-Experience working in developing countries with police, law enforcement, or national governments in Southeast Asia and the Pacific is required
-Experience working in police force or law enforcement is desirable
-Computer literacy, including proficiency in document design (MS Word or Google Docs), databases maintenance (MS Excel or Google Sheets) and visual presentations (MS PowerPoint or other tools) is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
