The purpose of this emergency recruitment is to support the ongoing emergency response operations to the Member States in the Pacific Island Countries through efficient management of daily logistics tasks to the Joint Management Support Team (JIMST) for the WHO-DPS to the ongoing COVID-19 under the Operations Support and Logistics (OSL).
The DPS Office for the Western Pacific has been working with country offices in the preparedness and response to the ongoing COVID-19 pandemic. On 30 January, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March, WHO Director-General characterized COVID-19 as a pandemic.
Reporting to the JIMST Incident Manager, and under the leadership of the Operations Support and Logistics Pillar lead, the incumbent is accountable for providing advisory and logistics support throughout the full cycle of the emergency in the Western Pacific Region with particular support to Pacific Island Countries (PICs). The incumbent will be responsible for dispatching life-saving and critical supplies to support healthcare workers and clinical management at national and sub-national levels throughout the Region. The COVID-19 response operations in the Region are expected to continue for several months.

Under the supervision of the OSL Pillar Lead and guidance of the Incident Manager, the Logistics assistant is assigned the following responsibilities:
Output 1: Assist in the reception of critical supplies to the DPS stockpile and support the preparation of emergency dispatches to the Member States to ensure rapid response operations.
Deliverable 1.1: Ensure timely communication of full shipping documents.
Deliverable 1.2: Input data into Odoo, the shipment monitoring tool and GIMS.
Output 2: Work closely with Country Office colleagues and ensure appropriate communication and reception of cargo in full and good condition; timely report of any identified issues.
Deliverable 2.1: Communicate with CO to receive the Proof of Delivery (PoD) or Transfer of Title (ToT).
Deliverable 2.2: Upload PoD or ToT into Odoo and GSM.
Output 3: Oversee the movement of all critical goods and equipment in coordination with all necessary parties including the Regional Office Supply Unit, Regional Office Registry, and the third party Warehouse Manager and warehouse staff to ensure efficient receipt, storage, and preparation for the dispatch of critical supplies.
Deliverable: 3.1 Proactive coordination across units and divisions involved.
Output 4: Checking confirmed quality and quantity of goods of critical supplies coming into the warehouse before recording them into internal WHO systems; timely report any issues identified.
Deliverable 4.1: Active and physical quality and quantity check of incoming and outgoing supplies
Deliverable 4.2: Take photos of each operation and upload them into Odoo.
Deliverable 4.3: Write an incident report as necessary.
Output 5: Conduct regular and as per WHO requirements, physical stock count and ensure compliance against the WHO assets management system.
Deliverable 5.1: Stocks are physically counted and cross-checked against the GIMS and Odoo report.
Deliverable 5.2: Write an incident report as necessary.
Output 6: Participates and contributes to the regular OSL Regional calls.
Deliverable 6.1: Provide operational updates and follow up on action points raised.
Output 7: Responsible to track all supply movements, including procurements and distributions using the established professional online supply chain management tool and internal WHO systems.
Deliverable 7.1: Actively update the GIMS and Odoo to ensure the accuracy of the stock movements.
Output 8: Update, collect and compile data in the supply monitoring database and the supply chain management tool (Odoo) to ensure accurate registers and real-time project status for informed decision-making.
Deliverable 8.1: Actively search for data through GSM, Country Office Procurements, and Donations.
Deliverable 8.2: Update the online system including the online google supply monitoring database to ensure the OSL dashboard is updated.
Output 9: Maintain and keep administrative files, logs, inventories, and updated records in the prescribed format in the supply chain management tool (Odoo). Ensure accurate and correct reporting of warehouse stocks, including movements of supplies for incoming and outgoing stocks.
Output 10: Guide and provide training for external warehouse staff on established WHE procedures and logistics norms and standards in recording, handling, and storage of critical items.
Deliverable 10.1: Train and guide the warehouse staff on the handling standards of critical and life-saving goods.
QUALIFICATIONS
Required: Completion of secondary education, supplemented by training in the field of security and/or supply/logistics.
Desirable: University degree in business administration, logistics management or related field is an asset.
