To produce a measurement framework for monitoring sexual and reproductive health (SRH) within primary health care (PHC). This will involve reviewing existing, relevant documents and frameworks to identify synergies and gaps specific to the SRH domain; obtaining inputs and feedback from multiple experts and stakeholders; producing a draft document; integrating comments and feedback on the draft document to produce a final version.
WHO has published the Primary health care measurement framework and indicators: monitoring health systems through a primary care lens with prioritized indicators organized via a result-chain (inputs/processes, outputs/outcomes) and health system framework. SRH is an often-neglected domain, due in part to the perceived sensitive nature of many components as well as gender dynamics. Measurement of the success of SRH programmes is further challenged by the highly diverse characteristics of SRH domain in terms of health conditions, interventions and outcomes; the diverse nature of target populations spanning the life course; and the diverse nature of service delivery spanning all levels of the health system as well as community-based delivery, self-care and other sectors outside of the health system. For these reasons, there is need to adapt the aforementioned to develop a complementary product to support Member States to strengthen the routine measurement of SRH within PHC.
