Assignment/Activity: This consultancy aims to “Provide Technical Assistance (TA) to develop a web-based dashboard to strengthen the monitoring and facilitate informed decision making for the policy makers based on the data from graveyards under the administration of Dhaka North City Corporation (DNCC)” The mandate for the consultant must comply with the overall Terms of Reference for the consultancy. In particular, s/he will cover the assigned task as planned under this consultation. The consultant will report to his/her respective supervisor.

Location: Mohakhali, Dhaka

Expected start date of assignment: June 2024.

Duration: 44 days

Scope of Work:

The consultant will contribute to the project to develop a sophisticated dashboard incorporating advanced statistical analyses and artificial intelligence (AI) techniques that surpass their current capabilities. The consultation with an expert specializing in computer science, AI, data analytics, and dashboard development becomes imperative to ensure the dashboard’s effectiveness in informing policymakers and city corporation managers about mortality trends within graveyards and making informed decisions.

Specific Responsibilities:

• Collaborate with the Maternal and Child Health Division (MCHD) and the Dhaka North City Corporation (DNCC) to understand project requirements and objectives.
• Provide expertise in data analytics and statistical analysis to interpret mortality data accurately.
• Develop predictive models using sophisticated statistical techniques to identify and predict mortality trends and patterns.
• Design and create a user-friendly dashboard interface for visualizing mortality data.
• Ensure the efficient storage and management of mortality data in digital databases.
• Coordinate with stakeholders to gather feedback and iterate on dashboard design and functionality.
• Provide training and support to users on using the dashboard effectively.

Expected Deliverables:

• Provide the first version of the dashboard by June 2024
• Provide and hand over the final version of the dashboard by July 2024

Required qualifications and experience:

• B.Sc. and M.Sc. in Computer Science/Applied Statistics/Data Science.
• Proficiency in data analytics and statistical analysis.
• Strong knowledge of artificial intelligence (AI) and machine learning techniques.
• Experience in dashboard development using tools like Python, C++, MySQL.
• Competence in database management for handling large datasets.
• Familiarity with public health concepts and practices.
• Project management skills for coordinating dashboard development efforts.
• More than 7 years of experience in a similar context.
• Previous experience with government projects or similar contexts.
• Previous experience in consultancy in a similar context.
