Assignment/Activity: This consultancy aims to provide expert opinion and guidance in developing a comprehensive and scalable pediatric NCD service delivery model at primary health care systems for children and adolescents in Bangladesh in consensus with pediatric NCD experts and other relevant stakeholders.
Location: Mohakhali, Dhaka
Expected start date of assignment: January 15, 2024.
Duration: 100 days
Scope of work:
The consultant will contribute to the project “Designing and piloting of an evidence-based comprehensive NCD service delivery model for children and adolescents through government primary health care systems” of the Non-Communicable Diseases (NCD), Nutrition Research Division (NRD) which focuses on developing a comprehensive and scalable pediatric NCD service delivery model at primary health care systems for children and adolescents in Bangladesh in consensus with pediatric NCD experts and other relevant stakeholders. The overall objective of the economic evaluation study is to capture the incremental cost and cost-effectiveness of integrating pediatric non-communicable disease (NCD) care model at primary health care (PHC) providers.
Specific Responsibilities:
Major responsibilities would include the following-
- Lead the Health economic component of the study;
- Provide guidance and feedback on various costing method and literature review of Health economic aspect;
- Advise in identifying the cost categories and cost-model development;
- Provide technical guidance to the Team for health economic data collection;
- Develop SOPs for health economic task in collaboration with the UK Research Team;
- Train staff/community people for maintaining the data collection and analysis;
- Attend weekly/biweekly/monthly team meetings face to face or virtually;
- Participate in Team Field Work as and when necessary;
- Contribute in developing the research proposal to be developed for the full-scale trial;
- Contribute in developing manuscript of economic evaluation and full-scale trial protocol paper;
- Mentoring and supervising junior researchers;
- Attend biweekly/monthly team meetings, workshops, seminars and field visits as necessary.
Expected deliverables:
- Review rapid evidence on economic evaluation of pediatric NCDs in Bangladesh;
- Guide team members in questionnaire design, methodology and report writing on review report;
- Identify a suitable model for capturing service delivery costs of pediatric NCDs at districts and sub-districts hospitals and community clinic;
- Design data collection templates;
- Assessing the cost categories;
- Develop SOPs, in collaboration with NCD researchers;
- Mentor at least one junior researcher in the research team;
- Cost data analysis and Budget Impact Analysis;
- Provide technical support for data collection;
- Contribute in developing (writing methods, analysis and interpretation) full-scale trial protocol paper;
- Outcome assessment;
- Complete training of designated staff and other relevant staffs for collecting and analyzing the values;
- Writing full economic evaluation report;
- Contribution in finalizing project report;
- Develop of the 1st draft of manuscript of cost-based analysis.
Required qualifications and experience:
- The consultant must have a PhD Degree in Health Economics;
- She/ he must have over 10 years of experience in conducting economic evaluation and cost analysis;
- Excellent track record in conducting health economic research;
- Expert in health economic modeling;
- At least 20 publications in peer-reviewed journal while at least 5 articles as lead author.
