Under the supervision Crime Prevention and Criminal Justice Officer and the overall guidance of the OCB Chief, the consultant will:
Prepare and conduct the team retreat in line with the purpose of the assignment.
• Prior to the retreat:
o Review relevant background documentation and hold discussions with identified colleagues to gain context and background information on OCB and its mandates;
o Prepare, in consultation with the core team, assignments for staff members to carry out prior to the workshop to enable them to co-facilitate individual sessions as well as contribute to the workshop based on the data and preparatory tasks they carried out.
o Prepare the required working documentation; final detailed concept note and agenda of the workshop.
• During the retreat:
o Carry out the overall moderation/facilitation;
o Monitor and respond appropriately to participants’ feedback;
o Ensure a smooth process and timing of the workshop;
o Ensure that the purposes listed above are covered and that concrete outputs are achieved;
o Communicate, coordinate, and validate changes on a continuous basis with the responsible core team;
o Conduct the end evaluation of the retreat.
• After the retreat
o Lead the process of drafting the OCB strategy by guiding the work of the core team, which will provide the required substantive inputs, and based on their substantive inputs, finalize the strategy and submit to OCB.
o Organize a remote debriefing with the responsible core team.
o Provide a summary analysis of the end evaluation; and
o Prepare and submit a retreat report, including the key take-aways and lessons learned.

Duties and Responsibilities
Within UNODC, the overall substantive and implementation responsibilities and functions relating to the United Nations Convention against Transnational Organized Crime and the Protocols Thereto are vested with the Organized Crime and Illicit Trafficking Branch (OCB) in the Division for Treaty Affairs (DTA).
OCB supports States in their efforts to ratify and effectively implement the United Nations Convention against Transnational Organized Crime and the three Protocols Thereto, in order to strengthen their response to transnational organized crime, as outlined under Thematic Area 2 “Preventing and countering organized crime” of the UNODC Strategy (2021-2025).
The support is provided by the OCB Front Office and the four dedicated sections, the Conference Support Section (CSS), the Human Trafficking and Migrant Smuggling Section (HTMSS), the Firearms Trafficking Section (FTS) and the Cybercrime and Money Laundering Section (CMLS), delivering a broad range of services, including through dedicated Global Programmes as main vehicles for technical assistance. The majority of the work is implemented through extra-budgetary resources by staff based at HQ and in the field (total personnel of OCB incl. different categories is approximately 170 persons).
Technical assistance focused on border management in regard to illicit trafficking is provided by the new UNODC Border Management Branch (BMB), in coordination and cooperation with OCB. BMB was created in 2022 bringing several Global Programmes from OCB and other parts of UNODC under one roof, with a focus on law enforcement and border management action.
Thematic Area 2 constitutes approximately half of UNODC’s portfolio in terms of funding/expenditures and is therefore by far the biggest of the 5 Thematic Areas. Next to its size it is also more complex in terms of structure, as it is implemented through 6 Global Programmes in OCB as well as 5 Global Programmes in BMB working in specific focus areas.
Following the restructuring within UNODC, OCB is organizing a workshop (retreat) to take stock of lessons learned and good practices in implementing OCB mandates, reflect on internal synergies and joint priorities to enhance coordination and partnerships between global programmes, field offices, other branches within UNODC and other relevant external stakeholders, discuss fundraising and different ways to harness resources to strengthen programmes as well as to strategize on action moving forward. Due to the size of the OCB team, the workshop will only include the Chiefs, Global Programme Managers and other senior staff. Most of the Sections held dedicated Retreats for their teams in the last years, which were able to accommodate all staff.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in business administration, human resources management, social sciences or similar field is required. A first-level university degree in similar fields in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
10 years of experience in organizational development, planning, designing, training, facilitation, and/or coaching is required
Proven experience in facilitating team building, strategy development or similar retreats is required
Experience in developing and delivering team-based workshops, retreats or trainings in a multicultural environment is required
Experience working in strategy development in the area of organized crime or closely related field is desirable
Having a coaching accreditation or certification is desirable
Experience working for the United Nations or other international organizations is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
