Duties and Responsibilities
The current regional version of Arab Trade Simulation Interface (ATSI) is calibrated using a modified Global Trade Analysis Project (GTAP) database 10.0. The GTAP database links Social Accounting Matrix (SAM) for 141 countries and sub-regions of the world in one global SAM. The GTAP 10.0 includes only 10 individual Arab countries (GCC countries, Tunisia, Morocco, Egypt, and Jordan). In 2020, ESCWA developed a modified version of the GTAP 10.0 database to include 9 additional Arab countries (Algeria, Mauritania, Libya, Sudan, Lebanon, Iraq, Syria, Yemen, and Palestine) using new national SAMs. Since 2022, ESCWA is embarked in developing tailored versions of ATSI to reflect policy priorities of its member countries in terms of analyzing trade reforms but also international economic shocks and their effects of national economies.
Morocco formally requested the development of an updated version of ATSI, which will include specific sectoral and geographical disaggregation but also updated baseline scenarios and specific policy instruments that could be tested and analyzed when needed.
Based on the outcomes of discussions between ESCWA and Higher Council for Privatization (HCP), the purpose of this consultancy is to develop a national updated version of ATSI matching policy needs of Morocco.
The consultant is expected to undertake the following tasks:
1. Develop a new balanced global database using the new GTAP 11.0 and the latest SAM of Morocco and the agreed sectoral and geographical aggregation.
2. Calibrate (statistic calibration) the ATSI’s model with the modified new GTAP 11.00 database for all countries and regions agreed on between ESCWA and HCP.
3. Define the baseline scenario (dynamic calibration) for Morocco and all considered countries and regions for the period 2023-2030.
4. Test the functioning of the model through concrete simulations.
6. Define the policy instruments to be included in the simulation file for GAMS-MIRO interface.
7. Assist ESCWA’s focal point in fully implementing the above tasks until full satisfactory of the MS.
Qualifications/special skills
A master’s degree or equivalent in applied Economics or any other related areas is required.
A Ph.D is desirable.

A minimum of ten years of experience in developing and applying global dynamic CGE models using GAMS is required.
Languages
Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in English is required; fluency in Arabic and French is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
