Duties and Responsibilities
Under the supervision of the Law Enforcement Adviser and Programme Officer in Kazakhstan, of the Regional Programme for Afghanistan and Neighboring Countries, the consultant will perform the following specific tasks: • Conduct conference call with RP team in Bishkek and Astana for overall instructions and present draft assessment plan within 1 week of contract issue. • Conduct desk reviews of relevant documents and provide proposed plan for the assessment mission with a description of tasks, procedures, data collection instruments and indicators as applicable. • Conduct an assessment mission to Astana, Kazakhstan in coordination with RP team. • Compile and analyze all collected data and prepare and submit draft overall assessment report. • Incorporate feedback and submit final assessment report in English and Russian. • Conduct mission to Astana to present the findings of the assessment report. The consultant will be home based, but missions to other countries will be undertaken when necessary. At the beginning of the assessment process, the assessment consultant should express his/her views on the draft TOR and request clarification if necessary, present a specific assessment plan and methodology including a detailed description of tasks, statement of assessment methods, instruments and quality assurance mechanisms as applicable. Proposed list of concerned parties to be met/contacted for the assessment are: • Department for Countering Drug Crime of the Ministry of Internal Affairs, • The National Security Committee, • Border Guard Service of the National Security Committee, • The State Revenue Committee of the Ministry of Finance, • Forensics Centre of the Ministry of Justice, • Financial Monitoring Centre, • Republican Mental Health Centre of the Ministry of Health, • General Prosecutor’s Office.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in law, criminology, public administration, political science, international relations, criminal justice, crime prevention and/or law enforcement or a related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. Experience in developing methodologies, protocols and instruments for assessment and/or evaluation purposes is required At least 10 years of experience in the field of drug supply reduction are required Experience in the field of precursor chemicals would be desirable Previous experience in designing instruments for drug situation and legislation assessments is desirable Excellent English and Russian communication and drafting skills is required
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English and Russian is required. Knowledge of another official United Nations language is an advantage
