Duties and Responsibilities
The overall objective of the program is to help developing countries boost trade by cutting red tape to ensure a better recovery from the COVID-19 pandemic by digitalizing the coordination and monitoring of trade facilitation reforms.The funds will enable UNCTAD to build on its engagement with national trade facilitation committees, providing a suite of digital tools, such as UNCTAD Reform Tracker and learning products to promote reforms.
In this context, the consultant will be dedicated to the further enhancement of new features for the UNCTAD Reform Tracker for National Trade Facilitation Committees (reformtracker.org) that will benefit the National Trade Facilitation Committee of Egypt.
Under the supervision of the project manager of the below mentioned UNCTAD project and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the consultant will work in the framework of the following UNCTAD project: TLAL on “Accelerate Trade Facilitation”, financed by Her Majesty Revenue and Customs – UK Customs, including its special component to strengthening the capacities of the National Trade Facilitation Committee of Egypt.
The activities include:
1) Create and technically set up the Reform Tracker for the Egypt National Trade Facilitation Committee (including notifications, download of overviews of reforms, statistics reports and monthly newsletter). TOR: 23-United Nations Conference on Trade and Development-217480-Consultant Page 2 of 3.
2) Create an Android based mobile app (minimum viable product) for using the Reform Tracker on hand-held smart phones aiming at a smooth introduction and further use of the Reform Tracker tool among Egyptian stakeholders.
3) Ensure that changes done via the mobile app are reflected in the track changes of the web version of the Reform Tracker.
4) Develop a template for a public communication website for the Egypt National Trade Facilitation Committee, using pre-existing web design tools such as word press.
5) Develop a feature for Egypt counterparts to directly add announcements of the Committee in the monthly newsletter.
6) Maintain and address any bugs in the site that could prevent from a smooth use of the system by Egyptian counterparts.
Qualifications/special skills
An advanced university degree, Master, in IT sciences or related area, is required.
At least 7 years of relevant experience in IT development are required.
Proven excellent knowledge of the following IT tools and functionalities Node.js, React.js, xpress.js, Node.js, Database MongoDB, Jenkins, Docker Swarm, is required.
Experience working in the development of IT tools for Least Developed Countries is an advantage.
Experience in programming and coding of project management and monitoring tools is an advantage.
Languages
Fluency oral and written in English, French and Arabic is required.
Knowledge in Spanish and Portuguese is an advantage.
