Duties and Responsibilities

Under the supervision of the project manager of the UNCTAD and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the consultant will work in the framework of the Climate-smart Trade Facilitation project. The consultant will the undertake the following activities:

• To review the existing literature and existing models such as the ESCAP calculator on the impact of trade and trade facilitation on climate change and the greenhouse gases.

• To develop a statistical model on the calculation of CO2 emissions generated by the trade procedures, i.e., import, export and transit. The development of the calculator will largely be based on the UNCTAD tools, namely the Trade Information Portal and ASYCUDA customs management system. The model will include the environmental factors along the trade procedures. The model will serve as a basis for UNCTAD policy and research, including policy analysis and implementing assistance on regional and national policies and regulations related to the implementation of the Agreement on Trade Facilitation of the World Trade Organization (from now referred as “WTO TFA”);

• To prepare a paper describing the model and parameters in the development of the calculator of CO2 emissions.

Qualifications/special skills

Experience: A minimum of 3 years of relevant experience in developing statistical models.
A mimumum of 3 years experience in Economics and statistical models. Experience in trade or trade facilitation is required.

Languages

Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
