Duties and Responsibilities
Background The Arab States region has witnessed prolonged conflicts and humanitarian crises, leading to significant disruptions in the functioning of national statistical systems. Reliable statistical data is essential for evidence-based decision-making, policy formulation, and effective humanitarian responses. However, the challenges posed by conflict and humanitarian settings often hamper the collection, analysis, and dissemination of accurate statistical information. Objective The primary objective of this initiative is to rehabilitate and ensure the continuity of national statistical systems in Arab States affected by conflict and/or humanitarian crises. By strengthening these systems, the aim is to enhance data availability, quality, and accessibility to support informed decision-making and sustainable development efforts in these challenging environments. Methodology: 1. Assessment: Conduct comprehensive assessments/ desk review/ literature review of similar cases outside the region to identify the specific challenges and needs of national statistical systems in conflict and humanitarian settings. This includes evaluating infrastructure damage, human resource capacity, data gaps, and institutional frameworks. 2. Main challenges due to conflict: Use the results of assessment and disc review to such as political dispute, access to household, damage of infrastructure, lack of resources, loss of registers, etcc 3. Opportunities and proposed solutions: based on the assessment and lessons learned from countries, outline the opportunities and suggest solutions such infrastructure rehabilitation, capacity development, use of new technologies, partnership and coordination, political dialogue and stakeholder engagement, use of NGO and Un data, mainstream the donors coordination and support to statistics and data, Sendai framework and disaster risk statistical methodologies, etc.. 4. Conclusion and way forward Duties and Responsibilities: • To conduct a desk review on the status of national statical systems in Arab countries in conflict and humanitarian settings (Lebanon, Libya, Palestine, Somalia, Sudan, Syria, and Yemen) • To develop a paper / report on the business continuity of national statistical systems in countries in conflict and humanitarian settings in Arab states), chapters/sections of the report to include are listed below: (more details about content of each chapter mentioned under the methodology section) 1- Background information about the national statistical systems in the countries in question. 2- Description of status of NSO during the conflict time (questionnaire’ s result/ desk review results) 3- Challenges and needs of national statistical offices during the conflict time. 4- Opportunities and potential actions by NSOs: the tools and methods to maintain statistical business continuity. 5- Recommendations and future actions Skills – Statistical software – Drafting report – Analysis Competency • Excellent planning and organizational skills. • Ability to work flexibly and under pressure to meet tight deadlines
Qualifications/special skills
Master’s in Demography, statistics, sociology, or related areas is required. Ph.D. in Demography, statistics, sociology, or related areas is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Minimum of ten (10) years of relevant experience in statistics is required. Previous experience in drafting reports is required Experience in working on conflict matters is required. Experience in statistical concepts, sources, and methodologies is required. Experience in the work of statistical offices in the region is required. Experience in data collection, data collection management and data analysis is desirable. Previous work in the region, in conflict countries is desirable. Experience in use of technology for statistics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English are required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
