Qualifications

1.      Purpose of the Consultancy

The main objective of the consultancy is to support and coordinate the implementation of activities pertinent to the synergy of efforts related to developing PHC-oriented Models of Care and move towards the PHC approach.

 The consultant will support coordination of technical work with AHS unit, as well as other EMRO departments, and HQ departments including IHS, DFI, and PHC. The consultant will also provide technical support to WCOs directly.

 

2.      Background

Universal Health Coverage (UHC) is based on the World Health Organization’s Constitution of 1948 that declared health as a fundamental human right, and on the Health for All agenda set by the Declaration of Alma-Ata in 1978. Achieving UHC requires health systems oriented to Primary Health Care. Primary Health Care is a whole-of-society approach to maximize the level and distribution of health and wellbeing by acting simultaneously on three components:

1)      primary care and essential public health functions as the core of integrated health services;

2)      multisectoral policy and action;

3)      empowering people and communities as Primary Health Care has been shown to be the most equitable, effective, and cost-effective way to enhance the health of populations.

 

The PHC Operational Framework outlines 14 levers (4 strategic and 10 operational) and accompanying actions and interventions to operationalize the PHC. One of the important operational levers is development of a context specific ‘Model of Care’ (MoC). Developing PHC-Oriented Models of Care is cantered around the conceptualization of how services should be delivered, including the processes of care, organization of providers and management of services, supported by the identification of roles and responsibilities of different platforms and providers along the pathways of care.

 

The objective of developing PHC oriented “Models of Care” is to promote high quality, people-centered primary care and essential public health functions as the core of integrated health services throughout the course of life, by actions and interventions at three levels.

 

The regional initiative of developing PHC-oriented Models of Care is a part of WHO collaborative effort with EM PHC partners; the United Nations Children’s Fund (UNICEF), the United Nations Population Fund (UNFPA), the United Nations High Commissioner for Refugees (UNHCR), the joint United Nations Programme on HIV/AIDS (UNAIDS),  Arab Board of Health Specializations (ABHS) and World Organization of Family Doctors (WONCA) under the auspices of the Global Action Plan for Healthy lives and Well-being for All.

 

3.      Planned timelines (subject to confirmation) total of 10 months

Start date: 15 August 2023

End date: 31 May 2024

 

4.      Work to be performed

To achieve the above objectives, the consultant will be contracted with the following deliverables:

 

PHC-Oriented Models of Care

Deliverables

a)      Provide direct technical support to EMR WCOs in the conceptualization and operationalization of PHC-oriented Models of Care implementation plan for 5 countries.

b)      Provide technical support in publishing key implementation and guidance documents.

c)      Support programme by coordinating cross departmental collaboration in the development, design, and management of PHC-oriented models of care activities.

d)      Support technical consultations and multi-stakeholder dialogues with a view of better alignment with the PHC Operational Framework.

e)      Provide technical support to programme implementation, by coordinating missions to 1-3 EMR countries.

f)       Synthesize findings and outputs from missions conducted in 1-3 EMR countries.

g)      Document and present findings and best practices at global and regional events.

h)      Coordinate high-level discourse on MoC implementation and provide support in soliciting political commitment and support through WCOs and MOH.

i)        Conduct regular calls with MoC countries and collaborating teams at WHO HQ.

j)        Develop technical material and publication of online course on PHC-oriented MoC.

k)      Develop technical material for presenting EMR experience in implementing PHC-oriented MoC at EMRO RC70.

l)        Coordinate and develop material for presenting the Pakistan experience at ‘International conference commemorating Alma-Ata 45 and Astana 5 – on primary health-care policy and practice: implementing for better results.

 

Other PHC Related Activities:                                                            

m)   Provide technical support for publication of ‘PHC Response to COVID-19’ case studies and regional synthesis.

n)      Provide input on technical content in relevant areas of work in the development of 90-second trailer highlighting EMR PHC-strengthening experience at ‘International conference commemorating Alma-Ata 45 and Astana 5 – on primary health-care policy and practice: implementing for better results’.

o)      Coordinate publication of relevant PHC documents, including external manuscripts.

 

5.      Technical Supervision

The selected Consultant will work under the supervision of:

Manager: Awad Mataria, Director, UHS

 

 

6.      Specific requirements

Qualifications required:   

First University degree in public health or health related sciences.

Experience required:

At least 5 – years’ experience in public health; experience in developing PHC-oriented Models of Care desirable.

Language requirements:

Fluent (Read – Write – Speak) in English and Arabic

 

7.      Place of assignment

The consultant will work in WHO EMRO.

 

8.      Medical clearance

The consultant will provide a medical certificate of fitness for work.

 

9.      Travel

Travel cost is excluded from this contract.
