Result of Service
The consultant will be responsible for the following outputs:
1. Substantive written inputs to the various iterations of the draft Model SOPs being developed by the Special Rapporteur with the support of UNODC and OHCHR.
2. Participation and facilitation as required of two regional consultations and one global in person consultations (4-5 October, 31 October-1 November, 22-23 November 2023) organised by the Special Rapporteur with the support of UNODC and OHCHR, as well as one additional regional and one global consultations organised by UNODC online.
3. Development of a first draft outline of a handbook (2-3 pages) for review and comments by UNODC and OHCHR as well as Special Rapporteur.
4. Integration of comments on the first draft outline and development of an annotated outline (up to 15 pages) for presentation at HRC March 2024 session.
5. Drafting of a full draft handbook (up to 60 pages, A4 format, Times New Roman 11) in professional English, based on the agreed annotated outline.
6. Participation in an EGM to review the draft handbook.
7. Integration of changes and comments from EGM into a final draft Handbook (up to 80 pages, A4 format, Times New Roman 11) in professional English, and submission to UNODC.

Duties and Responsibilities
The consultant will be responsible for carrying out the following activities:
1. Participate and contribute to the remaining regional consultations organised by the Special Rapporteur with the support of UNODC and OHCHR (tentatively to be held in Beirut on 4-5 October and Bangkok on 31 October and 1 November 2023,) as well as a global consultation to take place in Geneva on 22-23 November 2023; as well as coordinate and participate in further online consultations (law enforcement in Africa and independent police oversight bodies);
2. Provide substantive inputs to the development of a model SOP to be presented by the Special Rapporteur to the HRC in March 2024;
3. Develop an annotated outline (up to 15 pages) of a practical evidence-based handbook for police and other law enforcement on the facilitation of freedom of assembly and policing of protests to be presented at the HRC in March 2024;
4. Develop, based on feedback from the UNSR FoAA, UNODC and OHCHR, a full draft of the handbook (approximately 60 pages), in line also with the substantive guidance included in the global model SOP, to be presented at an EGM in February 2024;
5. Integrate changes and comments from the EGM and produce a final draft of the Handbook (up to 80 pages) by end of March 2024.
Qualifications/special skills
An advanced university (Master’s degree or equivalent) in the fields of policing, human rights, law or criminology is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 10 years of progressive professional expertise and experience in the field of crime prevention and criminal justice with extensive professional experience in the area of policing in particular as relates to the facilitation and management of peaceful assemblies with a strong human rights focus is required.
• Demonstrable experience in the development of research reports and publications, with excellent analytical and drafting skills, is required.
• Professional experience in providing training, policy guidance and support to police professionals and/or senior government officials in the area of human-rights based policing is desirable,
• Experience of working with the UN or other international or regional organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
