This position is a fixed-term contract, with the possibility of extension based on performance and project requirements. Existing work authorization is required at the time of application submission for the country office designated. WRI is not able to sponsor work authorization for this position.
PreparationProject Purpose:
The New City Development Strategy Preparation Consultant will collaborate with the Addis Ababa City Administration (AACA) and the World Resources Institute (WRI) to steer and engage in producing a draft new city development strategy. The new city development strategy document is a high-level strategic document that indicates the path to Addis Ababa’s urban future, taking into account factors such as changing macro and micro foundations of the city’s development, resilience, economic productivity, inclusivity, and low-carbon principles. The consultant will work closely with stakeholders through a series of engagements and collaborate with a working group to ensure the document’s successful delivery.
Background:
Addis Ababa is one of the oldest and largest cities in Africa, facing challenges due to rapid population growth and urbanization. The City Administration’s efforts to address these challenges require an evidence-based strategic plan and regulations to foster sustainable urban development.
Scope:
The consultant will work on the following key responsibilities:
1. Developing the new city development strategy (CDS) framework
- Develop a ToR for the preparation of the New CDS
- Develop the Inception report for the preparation of the new CDS
2. Drafting the New City Development Strategy:
- Collaborate with AACA and WRI to produce a comprehensive new CDS that outlines strategies for Addis Ababa’s future urbanization
- Ensure the document reflects the city’s unique needs, taking into account economic, social, and environmental aspects
- Incorporate best practices and successful examples of urban development from other cities, shared by WRI
3. Stakeholder Engagement:
- Organize and facilitate a series of stakeholder engagements, including workshops, meetings, and consultations, to gather input and feedback
- Ensure a participatory approach, engaging representatives from various sectors, community groups, NGOs, and other relevant stakeholders
- Synthesize the feedback and incorporate it into the document to create a well-rounded strategy
4. Working Group Collaboration:
- Work closely with a designated working group composed of representatives from AACA, WRI, and other relevant experts
- Collaborate with the working group to refine the document, aligning it with the city’s priorities and needs
- Seek input from the working group on specific sections or focus areas to ensure a well- informed strategy
5. Document Delivery:
- Prepare a draft urban development document based on the input received from stakeholders and the working group
- Ensure the document reflects evidence-based research, analysis, and best practices in urban planning and development
- Submit the draft document to AACA and WRI for review, feedback, and necessary revisions
Responsibilities:
- Lead the process of drafting the draft CDS document, coordinating with AACA and WRI.
- Organize and conduct stakeholder engagements, capturing diverse perspectives and ensuring inclusivity.
- Collaborate closely with the working group to refine and improve the document.
- Conduct research and analysis to support evidence-based decision-making.
- Ensure the document aligns with Addis Ababa’s development goals and addresses its specific challenges.
- Review and incorporate feedback from AACA, WRI, and stakeholders.
- Present the final draft to the relevant authorities and stakeholders.
Qualifications:
- PhD with 5years experience (or more than 10years experience with MSc) in urban studies, in Urban Planning, Urban Development, or a related field.
- Proven experience in urban development, strategic planning, and stakeholder engagement.
- Familiarity with urban issues in Ethiopia and experience working with government offices in Addis Ababa.
- Strong analytical and research skills, with the ability to use data to inform decision-making.
- Excellent communication and presentation skills, both written and verbal.
- Ability to work collaboratively with diverse stakeholders, including government officials, NGOs, and international organizations.
- Experience in facilitating workshops and engaging stakeholders in participatory processes is desirable.
- Fluency in English is required.
Contract Details:
- The consultant will be hired for a fixed-term contract, with the possibility of extension based on performance and project requirements.
- The contract will be full-time or part-time, depending on mutual agreement.
- The consultant will report to the relevant authorities in the Addis Ababa City Administration and work closely with WRI’s team.
