Purpose of consultancy
To advise on resource management and compliance as well as collaborate on progress tracking, reporting and focus on the activities of the PMO Governance (GOV) team in IMT.
Background
IMT has an operational and strategic role, providing relevant, quality, reliable, and cost-effective IT services to enable the Organization to achieve its mandate. Moreover, IMT is a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, and establishing and managing projects to address these requirements. Within IMT, the PMO ensures proper capture of requests, assignment of resources, and timely monitoring of financial and technical progress.
Deliverables:
- Output 1: Develop approaches to resource management and the onboarding of project resources and provide coaching and technical support to resource requestors.
- Develop revised processes and procedures to improve existing processes in coordination with the GOV team.
- Develop project plan with tasks, critical paths, and resource tracking.
- Contribute to preparing project-related financial reports and updates.
- Implement improvements to the resource management process.
- Follow up on resource management activities and processes.
- Collaborate with relevant stakeholders on changing priorities and setting timeline and budget expectations.
- Review and advise on technical and financial contract structuring with existing and new vendors.
- Undertake research and analysis to keep management up to date on emerging market trends and relevant industry shifts.
- Consult on financial reconciliation and monitoring, maintaining dashboards, and coordinating activities.
- Output 2: Prepare and dashboard the reporting of project compliance.
- Contribute in compliance checks for Project Managers adherence to agreed processes, quality, standards, and reporting requirements.
- Consolidate project and financial reporting for higher management review.
- Adhere to and promote the use of standard IT PMO templates.
- Ensure timeliness and quality of deliverables.
- Create dashboard of compliance for specific metrics.
- Advise on monitoring project costs.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- First-level university degree in Business Administration, Project Management, Engineering, Computer Science, or related discipline.
Desirable:
- Professional qualification or foundation certification in project management methodologies such as PMI, Prince 2, & Agile SCRUM.
- Certification on Lean, Six Sigma, or ITIL v4.
Experience
Essential:
- At least five (5) years of relevant experience in programme / project planning and management.
- Demonstrated international experience.
- Experience in screening project resources and preparing documentation.
Desirable:
- Experience in project estimation, establishment of tracking systems, and improvement initiatives.
- Experience in working across multiple time zones without the need for face-to-face meetings.
- Experience with change management and an understanding of fundamental procurement principles.
Skills/knowledge
- Proven skills in the areas of project & resource management, planning, and organizing.
- Attention to detail to continuously monitor progress actions and initiatives.
- Ability to adapt and manage deliverables and resources in a climate of change, and to effectively think and act quickly under pressure.
- Ability to effectively collaborate with teams in an international, multi-cultural, multi-disciplinary environment separated by geographical locations and working in different time-zones.
- Ability to promote best practices, advise on improvements, independently perform research, and apply information from a broad range of sources.
- Excellent interpersonal skills with the ability to influence, negotiate, advocate, motivate, resolve conflict, and adapt relevant leadership styles to a variety of situations.
- Excellent oral and written communication.
- Excellent analytical and problem-solving skills.
- Strong organizational, time management, and consultancy skills.
- Proactive, flexible, resourceful, and able to work independently.
- Proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint, etc.), MS SharePoint & MS Visio, Microsoft PowerApps, and ServiceNow Project and Portfolio Management.
Languages required:
Essential:
- Expert knowledge of English.
Desirable:
- Working knowledge of another WHO official language.
Location
Off-site – Home based.
Travel
The consultant is not expected to travel.
Remuneration and budget (travel costs are excluded):
Remuneration:
Band level B-USD 7,000 – 9,980 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:
6 months. Additional contracts may be offered based on satisfactory performance and funding availability.
