Qualifications

Purpose of consultancy

To contribute to the implementation and delivery of the Academy’s Partnerships and Engagement Strategy to mobilize funds from both traditional and non-traditional partners.
To conduct prospect research, identify strategic funding partners, develop briefing materials and implement engagement plans for both existing and prospective donors, develop fundraising proposals and pitch documents, and ensure the CEM (donor CRM is up to date).

Background

The WHO Academy is a priority special initiative of the WHO transformation agenda and supports accelerated learning and capacity building towards achievement of the 13th General Programme of Work targets. On 11 June 2019 the President of France and the Director-General of WHO signed a Declaration of Intent to establish the WHO Academy that will revolutionize lifelong learning in health.

The Academy brings together adult learning science, behavioral science and cutting-edge learning technologies such as artificial intelligence and extended reality with WHO’s norms, standards and evidence to deliver high impact accredited and tailored multilingual learning to meet diverse needs.

The Academy is open to a wide range of multisectoral stakeholders that can influence health, including leaders, educators, researchers, health workers, WHO staff and the broader public. The overall goal is to support the learning and development needs of WHO staff and stakeholders to progress towards WHO’s “triple billion” goal: ensuring that by 2023, an additional 1 billion people benefit from universal health coverage; 1 billion more are afforded better protection in health emergencies, and 1 billion more enjoy improved health and wellbeing.  More information about the Academy is available at About the WHO Academy.

Deliverables

Deliverable 1: Prospect Research and Identification.

Conduct extensive prospect research and develop a robust and updated prospect list.

  • Objective 1: Conduct prospect research and produced background materials and content to identify new strategic funding partners for the WHO Academy.
    • Output 1.1: Produce and update a list of financing prospects for the WHO Academy from various fundraising income streams such as bilateral and multilateral partners, IFIs and regional development banks and the private sector (philanthropic foundations and private sector business). Ensure that the prospects are identified and managed vis-à-vis using corporate tools (internal CEM) and conducting external research as needed.
    • Output 1.2: Produce prospect research reports to help the Partnerships Officer assess the suitability of prospects and to ensure that the prospect pipeline is both robust and up to date. This includes conducting background research as specified by the Partnerships Officer to support the effective management of strategic funding partners.
    • Output 1.3: Ensure that the WHO CRM is updated with key information on interactions with both prospects and partners.

Deliverable 2: Proposal Development and Resource Mobilization.

  • Objective 2: Contribute to the development of funding proposals and securing funds for the WHO Academy.
    • Output 2.1: Research the necessary components and write the funding proposals as opportunities are identified.
    • Output 2.2: Collaborate with WHO Academy colleagues to source the content and information to strengthen the funding proposals, pitch decks or cases for support.
    • Output 2.3: Coordinate with WHO Academy colleagues and internal WHO colleagues in HQ on upcoming calls for proposals, meetings and funding opportunities to ensure the proposal development is timely and effective.
    • Output 2.4: Contribute to implementing the Academy’s Resource Mobilization Strategy by managing and securing funds from a specified group of financing prospects/donors.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • University degree in any of the following fields: international human rights, international development, social sciences, business administration, management, marketing, fundraising or another relevant field.

Desirable:

  • Advanced degree or post-graduate degree in the above-mentioned fields or any related fields.

Experience

Essential:

  • At least 5 years of relevant experience in one or more of the following areas: Resource mobilization, partnership, private sector fundraising, marketing or any relevant field.
  • Demonstrated experience in mobilizing funds from traditional donors, multilaterals, IFIs or regional development banks.
  • Demonstrated experience in private sector fundraising, especially in managing and securing corporate and philanthropic partnerships.
  • Experience in conducting prospect research to develop the partnerships base.
  • Experience in using a CRM (fundraising donor database) to manage funding partners and donor agreements.
  • Demonstrated experience in proposal writing and development, especially with both bilateral partners and the private sector.

Desirable:

  • Experience in writing high-level talking points and donor briefing packages for senior leadership.
  • Experience with digital collaboration platforms, digital education and immersive technologies.
  • Experience in mobilizing funds for healthcare, public health or international development.

Skills/Knowledge:

  • Proficient in all MS Office applications (Outlook, Word, PowerPoint, Excel, Teams).
  • Knowledge and proficiency in using online communications or collaboration platforms and products (examples: Trello, Zoom, Webex, Slack).
  • Strong written communication and proposal development skills.
  • Ability to develop key messages and strong value propositions.
  • Solid research skills, especially in reviewing background documents and ability to use a CRM to glean research information.
  • Knowledge of Photoshop, Canvas, Illustrator or similar software.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Intermediate knowledge of any other WHO language.

Location

Off site: Home-based.
The consultant must be available during the Central European Time Zone or within 1 hour before or after.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

6 months.
