- Purpose of consultancy
The purpose of the consultancy is to support and facilitate the monitoring of Sustainable Development Goals (SDG) and Universal Health Coverage (UHC) , supporting initiatives towards strengthening health information systems (HIS) and digital health, supporting data analysis and production of informative reports and capacity building.
- Background
The Health Information and Intelligence (HII) Unit under the Division of Data, Strategy and Innovation (DSI) of the WHO Regional Office in Western Pacific Region (WPRO) works to enhance the capacity of Member States to analyze and use relevant health status and health systems performance data and research evidence in health sector management and decision-making processes. HII strengthens the capacity for health systems policy research through the development of reliable information systems and technology and national health research systems. It also supports the application of sustainable information and communications technology (ICT) solutions in health.
- Work to be performed
Output 1: Provide technical support in monitoring SDG and UHC
Deliverable 1.1: Support the team on data collection and analsing latest SDG/UHC indicators
Deliverable 1.2: Support the team to draft regional SDG/UHC progress report
Output 2: Provide technical support on monitoring and evaluation on digital health maturity
Deliverable 2.1: Synthesize and analyze data from digital maturity assessment and draft information briefs and products.
Deliverable 2.2: summarize digital health progress towards global digital health strategy and regional de-health action agenda and develop related information products.
Output 3: Provide technical support to the HII team in other areas of health information management
Deliverable 3.1: Technical support to HII in other areas where health information management is required
- Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in quantitative social sciences or related area.
Desirable: Master’s degree in public health, epidemiology or biostatistics.
Experience
Essential: At least five years of experience with data management and analysis of health information. Advanced knowledge of MS Excel, PowerPoint, and R/Stata. Previous experience working on SDG and UHC projects and familiarity with SDG indicators. Previous experience in development and implementation of activities for country capacity building. Track record of technically editing high-level documents and research on health data. Previous experience working with countries in the Western Pacific.
Desirable: Previous work experience working with WPRO or WHO country office in the Western Pacific Region.
Skills/Knowledge:
Essential: Analytical rigor and attention to details. Proven data management and analytic skills.
Desirable: Writing and editing high-level technical and research outputs.
Languages and level required (Basic/Intermediate/Expert):
Essential: Advance written and spoken fluency in English is essential.

The consultant is expected to travel in Manila to support meetings/worksops/trainings when required

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
- The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a consultant contract. There is no commitment on either side.
