Project Context and Scope
The project is implemented in close collaboration with the Serbian Commissariat for Refugees and Migration, through partnership of two participating UN agencies UNHCR and IOM. The overall objective of the project is to contribute to further strengthening of migration and asylum governance in Serbia through rising knowledge, awareness and competences of relevant stakeholders on migration facts, regulations and outcomes for evidence-based communication with target groups, and supporting social cohesion, integration of refugees and policy improvements. Through this project, the aim is to enhance communication capacities both vertically (between national and local stakeholders) and horizontally (across sectors such as media, civil society, private sector, and academia). The development and design of the trainings curriculum will take into account the results of the research on public attitudes and narratives on migration and refugee conducted in 2024, results of previous similar researches, the training program and “Manual for Narratives on Migration” developed through a prior project, as well as other relevant IOM resources and tools available in the region and globally (GMMA, DTM, etc.).
The objective of the consultancy is to develop a training curriculum and roll-out of trainings on evidence-based communication and information on migration.
The training curriculum should enable comprehensive knowledge, practical guidance, and access to information and tools for communication on the topic of migration. The trainings aim to strengthen the capacities and role of the local migration stakeholders and media in creating and disseminating fact-based, well-balanced and accurate information in their communities, which counter uninformed, false and discriminatory narratives around migration, migrants and refugees.

Tasks to be performed under this contract
- Develop the training curriculum on communication and information on migration taking into account the findings from the 2024 research on public attitudes and narratives regarding migrants, asylum-seekers, and refugees, previously developed training program “Manual for Narratives on Migration” and other relevant materials of IOM and project partners.
- Tailor/adapt the comprehensive training curriculum into two training programs for 1) local migration councils and other local stakeholders; and 2) local media representatives, with the accompanying PPT and instructions for trainers.
- Prepare and deliver the final version of the training curriculum, and the two training programs with accompanying materials for both training groups (local migration councils/stakeholders, and local media).
- Roll-out and delivery of 6 one-day trainings in total for both target groups (4 for local migration councils and stakeholders, 2 for the local media).
- Provide all materials in Serbian and English.
Performance indicators for the evaluation of results
- Curriculum developed and endorsed through coordination and consultation with IOM and SCRM.
- Developed agenda, content and training materials on fostering positive narrative (countering negative narrative) on migration for trainings at the local level.
- Developed and deliver one-day trainings for 1) local migration councils (4) and 2) local media (4), to be organized back-to-back and distributed regionally on 4 locations for an average of 25 participants.
- Prepare and conduct training evaluation and prepare the evaluation report.
Education
- University degree in social sciences, humanities, or a related discipline, with a minimum of five years of relevant professional experience in migration or a comparable field.
Experience
- Experience in migration studies, human rights, or related fields.
- Strong background and proven track record in developing training materials, manuals, or guidelines based on research findings.
- Extensive knowledge of the broad range of migration related subject areas dealt and overall understanding of the migratory context, current topics and related. discourse not only in Serbia and the Western Balkans but also globally.
- Proven experience in designing training programs and overseeing accreditation processes.
- Experience in organizing and leading training sessions.
Skills
- Strong analytical skills, with the ability to convey information clearly and succinctly.
- Ability to foster collaboration and facilitate discussions on sensitive topics.
- Candidate should also have a strong ability to assess training needs and ensure the delivery of high-quality, effective learning experiences.
- Ability to adapt content to various audiences.
Languages
- Fluency in English and Serbian.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
