Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme.

The objective of PACT is to assist Member States, within the IAEA’s one-house approach to cancer control and working closely with regional Divisions in the Department of Technical Cooperation as well as other relevant Departments and Offices, to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports to the Deputy Director General of the Department of Technical Cooperation.

Main Purpose

Under the overall direction of the Director of PACT, and the direct guidance of the Section Head and Coordinator, Resource Mobilization Section, the Consultant (Strategic Partnership and Fund Raising) drives the strategic, need-driven, results-oriented and coordinated approach to the establishment and strengthening of partnerships and outreach initiatives to enhance the programmatic efficiency and effectiveness of the TC Programme.

Functions / Key Results Expected

  • Provide guidance in the development of partnerships and fundraising efforts, in consultation with other departments as necessary, to enhance the programmatic efficiency and effectiveness of the TC Programme.
  • Establish, manage and broaden relationships with strategic partners, including private sector, multilateral development banks and other financial institutions.
  • Provide specialized expertise in the development and management of new partnerships for IAEA flagship initiatives such as Rays of Hope, Nutec and Zodiac.
  • Initiate and develop efforts for cultivation and stewardship of partnership relations, showcasing achievements, including guidance on the conceptualization of events and creation of tailored communications.
  • Conduct research and mapping of opportunities for synergies with IAEA technical cooperation activities and with activities of partner organizations.
  • Conceptualize and develop materials for partners and donors (proposals, one pagers, briefs, brochures) for IAEA projects and initiatives, including but not limited to Rays of Hope.

Qualifications and Experience

  • University degree in international development, international relations, social sciences, public/administration or a related field.
  • Minimum of five years of progressively responsible experience in strategic communications and stakeholder management, preferably with a focus on health development in support of low- and middle-income countries.
  • Experience in working directly with donor/Member States in an international context required.
  • Experience in partnership development and management required.
  • Experience developing and coordinating reporting efforts required.
  • Prior experience working at an international organization desirable.
  • Fluency in written and spoken English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
