Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.

Main Purpose

The consultant will advise the Incident and Emergency Centre on different activities related to assist Member States in strengthening their arrangements for Emergency Preparedness and Response (EPR) to nuclear or radiological emergencies. In particular, in the following areas: implementation of Technical Cooperation Projects related to EPR in the Latin America and Caribe Region (TC-LAC); implementation of training events and other capacity building activities in EPR organized by the IEC; development of guidance in EPR and associated training materials.

Functions / Key Results Expected

1) Advise on the definition of activities to be developed in the frame of TC Projects of the Latin America and Caribe Region related to EPR i.e. activity plans and conditions of delivery for TC-LAC Projects.

2) Advise on provision of support to national authorities in uploading to Emergency Preparedness and Response Information Management System (EPRIMS) platform the required information and liaise with appropriate TC-LAC Project Management Officers regarding implementation of the above referred activities.

3) Advise on adequacy of national participants in TC-LAC activities related to EPR by liaising with Regional and National counterparts for the referred projects.

4) Advise on criteria for suitable profile of adequate external experts for delivery of activities.

5) Serve as lecturer in training events associated to these TC Projects to deliver technical content organized under TC -LAC EPR Projects.

6) Advise on the development of technical guidance and/or training materials on EPR relevant to TC-Projects related to EPR in the TC-LAC Region.

Qualifications and Experience

  • Bachelor’s Degree – In natural sciences (i.e. chemistry, physics, medicine), engineering, radiation protection or a related field
  • Experience in Emergency Preparedness and Response, including experience at both national and international levels in this field.
  • Design and implementation of training activities is an asset
  • Good command in communicating in Spanish is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
