Under the supervision of the Statistician (Crime Statistics) of DASS, the consultant will undertake the following activities: 1. Use statistical models and tools to analyse the data collected in the 2023 Nigeria corruption survey and examine trends using data from the 2016 and 2019 iterations of the survey with respect to how bribery works (modes of request and payment, the total cost of cash bribes, why bribes are paid, patterns in bribery reporting), other forms of corruption (nepotism on public and private sector recruitment, corruption in access to public services, vote buying experiences and perceptions) as well as social inclusion aspects of bribery (differences in bribery experiences and perceptions based on age, (dis)ability, ethnicity and religion). 2. Produce written analysis and drafting of relevant sections of the report. 3. Collect information from additional sources (e.g. administrative records on public officials in Nigeria), for inclusion in the topical analysis. 4. Analyse microdata and/or aggregate data from other surveys on bribery and corruption to contextualize the findings from Nigeria. 5. Review and integrate evidence from peer-reviewed and grey literature on bribery and other forms of corruption to inform the analysis and drafting of relevant sections of the report.

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. UNODC provides a broad range of support to anti-corruption authorities and other partners involved in the fight against corruption. With 187 States parties, UNCAC is one of the most ratified United Nations conventions. Corruption has also been recognized as a major impediment to development in the 2030 Agenda for Sustainable Development. Under Goal 16, “Peace, Justice and Strong Institutions”, Member States have committed to “substantially reduce corruption and bribery in all their forms” (target 16.5) among the population (16.5.1) and among businesses (16.5.2). It is against this backdrop that UNODC has partnered with the Government of Nigeria (with financial support from the MacArthur Foundation) to implement the 3rd national survey on corruption experiences among the population. Despite having the relevant institutional and policy frameworks in place to tackle issues of corruption, Nigeria continues to face serious challenges of corruption in public affairs, ranging from petty corruption in the administration of public goods, to grand corruption in public procurements. In 2016, and subsequently in 2019, UNODC collaborated with the National Bureau of Statistics (NBS) to conduct comprehensive corruption surveys in Nigeria, interviewing 33,000 households across all 36 States and the Federal Capital Territory. To effectively measure progress made and determine which areas require more effort, a third corruption survey has been implemented in 2023, in partnership with NBS. With the inclusion of a Gender Equity and Social Inclusion (GESI) approach, the survey provides data for more informed targeted interventions to curb corruption affecting marginalized groups such as women, youth and persons with disabilities. As UNODC does not have the operational capacity to conduct a nationally representative survey in Nigeria, the survey was conducted in partnership with NBS. The consultant will lead part of the data analysis and report drafting component of the corruption survey. This consultancy is located in the Data, Analytics and Statistics Section (DASS) of the Research and Trend Analysis Branch (RAB) in the Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Statistician (Crime Statistics) of DASS or his/her designated mandated representative(s). The consultant will develop and apply statistical procedures for analysis of the microdata of the survey and will draft relevant sections of the report.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in economics, business administration, international relations, social science law, political science, international relations or criminology, and statistics is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. PhD is desirable. • A minimum of seven (7) years of relevant professional experience applicable to the assignment, including knowledge and experience of statistical surveys, management of large datasets and data analysis through statistical packages (including, for example, STATA, SPSS, R and Excel) is required. • A record of analytical work based on quantitative methods, preferably using household surveys from low- and middle-income countries is required. • Demonstrated skills in research and project management, preferably in an international environment requiring cultural sensitivity and knowledge of different political, administrative and legal systems, are required. Good planning and organizational skills are required. • Experience in data visualization and mapping of household survey and/or administrative data is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
