3. Specific tasks to be performed by the Consultant: Under the supervision of the Programme Management Officer and the Associate Drug Control and Crime Prevention Officer, the Consultant will perform the following tasks: • Develop a comprehensive framework for the workbook, centered around the four spheres of action. • Integrate a decision tree model to guide users through the process of strategy implementation as well as a strategy implementation checklist • Write clear, concise, and practical content for each section of the workbook. • Ensure the content is accessible and user-friendly for policymakers with varying levels of expertise and complies with UN Standards • Develop a detailed section on Monitoring and Evaluation to help policymakers track progress and measure the effectiveness of their actions. • Include relevant indicators, metrics, and tools for assessment. • Leverage resources from the UN Toolkit on Synthetic Drugs, ensuring they are seamlessly integrated into the workbook. • Provide references and links to additional resources where necessary. • Collaborate with UNODC stakeholders to review drafts and incorporate feedback. • Ensure the final product meets the highest standards of quality and relevance.

Duties and Responsibilities

1. Background of the assignment: The Laboratory and Scientific Services (LSS), through its Global Scientific and Forensic Programme, aims to strengthen forensic capacity and skills worldwide by providing tailored scientific services to deliver cross-cutting solutions to address drugs, crime and terrorism. Managed by LSS, the UNODC Synthetic Drug Strategy is leading a coordinated UN-wide response to the global synthetic drug problem through collaboration with different UN agencies and programmes. The Synthetic Drug Strategy brings together relevant expertise from across the UN system and provides a framework for comprehensive and integrated action to address the challenges posed by synthetic opioids. To support countries to implement the Synthetic Drug Strategy, UNODC in collaboration with the International Narcotics Control Board (INCB) and the World Health Organization (WHO), established the UN Toolkit on Synthetic Drugs, which serves as a one-stop shop to bring together interagency tools and resources covering multiple areas of expertise on synthetic drugs on a single platform. 2. Purpose of the assignment: The purpose of the assignment is to develop a Synthetic Drug Strategy workbook. This workbook is intended to assist policymakers in implementing the UNODC Synthetic Drug Strategy to develop national action plans to address synthetic drugs. It should offer guidance on strategic principles for developing national action plans to tackle synthetic drugs, while detailing specific approaches, capabilities, and tools that can be employed to address the issue. The Workbook will centre around the four spheres of action outlined in the strategy and will serve as a practical guide for policymakers, enabling them to translate strategic goals into actionable national plans and effectively monitor and evaluate their implementation.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in social science, evaluation, public health, international relations, pollical science, law or a related field is required. A first-level degree in similar fields in combination with two additional years of qualifying working experience, may be accepted in lieu of the advanced degree. A minimum of ten years of work experience in the field of international or/and national drug control. Experience in developing tools and concepts for the implementation of strategies is required as well as detailed knowledge of regional and international frameworks and agreements including the International Drug Control Conventions. Experience in policy development and evaluation is required. Sound communication, organizational and administrative skills and the ability to work in a team and collaborate with colleagues of different cultural backgrounds are required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communications skills, is required. Knowledge of another United Nations official language is an advantage.
