Duties and Responsibilities
Under the supervision of the Information Management Officer in the Emergency Response Section (ERS), Field Operations & Technical Cooperation Division of the High Commissioner for Human Rights (OHCHR) in Geneva, the consultant will be responsible for supporting the transition of our media monitoring systems from the Joint Research Centre of the European Commission to the World Health Organization’s Epidemic Intelligence from Open Sources (EIOS). This involves testing and refinement of key word lists and phrases for implementation of a media monitoring mechanism. The contractor will also evaluate how workflows will change support users in the transition. The contractor will support the development of a user community in support of the tools. Under the overall supervision of the Chief of ERS, the incumbent will report to the Coordinator of the Information Management & Data Analytics (IMDA) unit.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in communications, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A combination of experience totalling a minimum of five years experience in the following areas is required: (At least five years’ experience combined in the following areas is required) The implementation of taxonomies and lexicons including developing key words and phrases for integration with automated systems, the development and application of categorizations for technical systems, the use of text mining and analysis tools, the rollout of technical solutions and the support of adoption of technology solutions.
Experience working in an international setting is desirable.
Experience developing alert categories in multiple languages for use in media monitoring systems is desirable.
Languages
Fluency in English (both written and oral) is required. Knowledge of another UN language is desirable.
