Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.” Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of Montreal Protocol and 2024 UNEP Business Plan and Compliance Assistance Programme’s budget, UNEP OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with national legal and regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP, as a cooperating implementing agency of HPMP Phase III, to support the hiring of a consultant to support the activities of the first Tranche of the HPMP, related to the strengthening of the regulatory framework for the control of HCFC trade, specifically, the development of a tool to register end users of refrigerants to facilitate the monitoring of the use and management of refrigerants. The required registry must include information fields related to the type of installation, installed capacity, and type of refrigerant, maintenance and recharge operations, among other complementary information, such as the training and certification of personnel operating refrigeration systems. It is expected that this registry will be integrated into the MRV platform of HuellaChile, a government initiative aimed at promoting the management of Greenhouse Gases (GHG) in public and private organizations in the country to contribute to the mitigation of emissions at the national level. The effort and commitment of participating organizations is recognized through the delivery of labels that correspond to the level of management achieved. To design and implement such a registry, with funding channeled through UNEP, the services of a consultant are required to develop this new registry on the Monitoring, Reporting and Verification (MRV) HuellaChile platform, inserted in the Single Window System of the RETC (Registry of Emissions and Transfer of Contaminants). In view of the foregoing, these Terms of Reference aim to describe the specialized advisory services required from a consultant with expertise in information technology and programming, with experience in system development, particularly for public entities. The consultant should inter alia develop, implement, and maintain a new Refrigeration Installation Registry system through the MRV HuellaChile platform, in close coordination with the Ozone Unit. Specifically, the consultant will be responsible for the following activities: • Commissioning the new Refrigeration Installation Registry system of the Ozone Unit through the HuellaChile platform. • Supporting the Ozone Unit and HuellaChile in the implementation and launch of the new registry. • Maintaining close coordination with the Ozone Unit and HuellaChile for this new registry.
Qualifications/special skills
Technical level or university degree in information technology, system analysis, programmer, web design and equivalent areas. – Successful experience in developing and analyzing system requirements, using formal software development processes. – Demonstrated experience in at least 3 projects related to the development of web platforms and tools in the field of Greenhouse Gas (GHG) MRV systems, energy, or other environmental impacts. – Experience in developing declaration systems for the Chilean Ministry of Environment. – Five years of work experience in the development of declarations and/or reporting systems.
Languages
English and Spanish are among the working languages of the United Nations Secretariat. For the services required, high proficiency in spoken and written Spanish is required, and working knowledge of English is desirable.
