The ultimate result of the service is a validated and approved strategy for the ACHPR to operationalize its study on ‘addressing human rights issues in conflict situations’ which contributes to strengthen its role in early warning, conflict prevention, and resolution.

Duties and Responsibilities
Under the overall supervision of the Deputy Regional Representative, and in light of the African Commission on Human and Peoples’ Rights resolution (ACHPR) 332 on human rights in conflict situations; and its study on addressing Human Rights issues in Conflict Situations, draft a strategy to operationalize the ACHPR engagement in early warning and conflict prevention. The strategy is a follow up on the Commission’s study and its recommendations on the Commission’s engagement in early warning and conflict prevention. The activity is to be undertaken in support of and under the leadership of the Commission’s Focal point on Human Rights in Conflict Situations: • Collect and analyze relevant information from diverse sources pertaining to the ACHPR’s engagement in early warning, conflict prevention, and resolution Art. 19 of the African Union Peace and Security Council protocol, map the engagement of relevant actors in early warning and conflict prevention. • Identify gaps and propose a set of strategic engagement areas to be carried out by the ACHPR to address the gaps, and improve cooperation with AU bodies, UN, RECs, NHRIs, and CSOs in early warning, conflict prevention, and resolution. • Develop specific and overall goal(s), objectives and propose a strategic area of engagement to meet these goals, outlining in detail specific areas of engagement. • Develop specific modalities of engagement, identify existing opportunities, and platforms to build upon • Communicate regularly with African Commission on Human and Peoples’ Rights through the focal point for Human Rights in Conflict Situations and project partners to brief on progress update, receive and incorporate feedback to the draft strategy. • Submit the draft strategy to African Commission on Human and Peoples Rights, and OHCHR Deputy Regional Representative in charge of regional Pillar for their review. • Present a draft strategy to the ACHPR and relevant stakeholders for validation. • Submit final draft to the ACHPR and OHCHR • Present final draft strategy for adoption by the ACHPR
Qualifications/special skills
Master’s in human Rights, Peace and Security, or related discipline At least 15 years of experience in human rights, peace and security, early warning and conflict prevention, and strategy development. Experience working with the African Union Human Rights Organs in general and the Commission on Human and People’s Rights is an added advantage.
Languages
Excellent command of English, fluency in French will be an added value
