Duties and Responsibilities

In April 2004, the African Union Commission (AUC) commemorated the tenth anniversary of the 1994 Genocide against the Tutsi in Rwanda. In its reaction, the African Union (AU) passed a Resolution and declared the 7th of April of each year as the African Union Day for the Commemoration of the Genocide against the Tutsi in Rwanda and further decided to preserve part of the erstwhile Alem Bekagn prison, where the new AUC building is located, as a human rights memorial. Following this, in 2010, the AU Assembly of Heads of State and Government endorsed the decision to establish a permanent memorial Centre in honour of victims of major human rights atrocities in Africa.

The African Union Human rights Memorial (AUHRM) was envisioned to be continental symbol not only to honor victims and survivors of atrocities but to be an intergenerational platform to learn from past conflicts. It also serves as a reminder and recognition of the dark past for all the victims of human rights abuses in Africa. The African Union therefore prioritises the following five thematic areas of intervention:
• Colonialism
• Apartheid in South Africa.
• Transatlantic Slave trade in Africa
• Genocide against the Tutsi in Rwanda, and
• The Red Terror in Ethiopia,

The AU human rights virtual memorial is a complimentary initiative that emerged during the 2021 Commemoration of the Genocide against the Tutsi in Rwanda. It intended to create an online representation of the AUHRM and to remind and educate the general public about past atrocities and gross human rights violations in Africa. The virtual memorial will reinforce the objectives and compliment the AU’s physical memorial.

The overall scope of the virtual memorial will be defined as an interactive site/e-exhibition that contains both images and videos, with respective explanatory text. It will prioritise the following interventions.

• Developing an interactive virtual exhibit for that will introduce the five thematic areas of the AUHRM project;
• Further developing virtual exhibit spaces/platforms for each thematic area while ensuring ease of access and navigation across the contents (i.e., connecting multiple interlinked virtual spaces with teleport technology;
• Designing and customizing layout for the broader as well as thematic virtual exhibits in line with the pre-approved AUHRM physical site (N.B. design could be flexible; incorporate additional elements/iteration to enhance appearance and usability. The AU Commission subscribes to the simple embedding of the exhibitions option.);
• Advising on requirements for contents (size, quality, etc.) that match the created virtual spaces to ensure a seamless flow of content;
• Hosting and populating the virtual exhibits with contents cleared and submitted by AUHRM Secretariat;
• Conducting full integration and embedding of the virtual exhibits to AUHRM defined AU website;
• Supporting access to and configuration of the software;
• Training AUHRM Secretariat focal person(s) on content upload processes and other tools to ensure knowledge transfer; and
• Providing periodic technical maintenance, security updates, etc. for the virtual exhibits.

A main objective of this project is the creation of a virtual exhibition/space that will showcase the previously mentioned five thematic areas as an online representation of the African Union Human Rights Virtual memorial (AUHRM). This virtual exhibition/platform will complement a physical AUHRM physical site that will soon be construction at the AU headquarters in Addis Ababa, Ethiopia.

Technical Requirements

Content
Vendor to provide the cost for each Exhibition with the following options:

1. 50 images and three videos and text descriptions for each image
2. 100 Images, six videos, and text descriptions for each image.
3. 150 images, nine videos, and text descriptions for each image.

Vendor to define each option’s possibility and propose if there are better options.

Design
Once there is precise information on the proposed options in the concept phase, the project owner would make maximum effort to sufficiently define the concept and limit the design and building process to the desired 1-2 iterations.

C. Implementation
The preferred option is to embed the exhibitions into the website.

Qualifications/special skills

Advanced University Degree (MA or equivalent) that include but no limited soft-ware engineering, software development, VR development, online exhibition curation, or any other related field.
A minimum of 7 years of relevant working experience in developing of a virtual exhibit spaces/platform; designing a creative method to curate a web-based VR, hosting and populating the virtual exhibits or on any other related field
