Duties and Responsibilities

The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to: provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the GCTS; strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Global Counter Terrorism Strategy (GCTS).
The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the fifth and sixth review of the Global Counter Terrorism Strategy , as well as relevant other General Assembly resolutions. Additionally, the Women, Peace, and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions , provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically recognizes the differential impact on the rights of women and girls of terrorism and violent extremism and expresses deep concern that sexual and gender-based violence is known to be a part of the strategic objectives and ideology of terrorist groups.
This TOR is targeted at the recruitment of two Consultants to develop a foundational online training on gender and intersectionality in CT/PCVE for broad audience of CT/PCVE practitioners and ToT on gender and intersectionality for National Counter-Terrorism Centres or their equivalent. The training will be based on the Gender Needs Assessment that was conducted in 2022-2023.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the UNOCT Gender Advisor, the Consultants (two experts) will develop an online Training on Gender and PCVE/CT for a broad audience of CT/PCVE practitioners along with audio and visual materials and full-fledged Training of Trainers (ToT) Manual, which will serve for the trained trainers to undertake specific tailored country or regional level training.
Two Consultants with complimentary skillsets will work jointly to deliver the outputs outlined below.
Specific tasks for the incumbents are:
1) Development of the storyboard for foundational online training on Gender, Intersectionality and CT/PCVE for broad audience of CT/PCVE practitioners to be posted on the Gender and Identity Factors Platform:
– Based on the results of the Gender Needs Assessment propose the outline of the online training
– Develop the storyboard for the foundational online training on gender and CT/PCVE practitioners.
– Conduct the validation of the training with the relevant partners.
2) Develop the content for the audio and short videos that will accompany the foundational course
3) Based on the content of the foundational course, develop a full-fledged manual for the Training of Trainers (ToT), which will serve for the trained trainers to undertake specific tailored country or regional level training.
4) Deliver (online) ToT for the selected group of trainees.

Qualifications/special skills

Advanced University Degree (Masters or equivalent) in gender studies, international human rights law, Counter-terrorism or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of experience of working on gender and intersectionality in CT/PCVE required (both experts).
Established experience in developing and delivering training on gender and intersectionality and CT/PCVE required (both experts).
Established experience in mainstreaming in gender into PCVE programme and initiatives is required (at least one expert).
Established experience in mainstreaming gender in counter-terrorism programmes and initiatives (including technical areas such as CRBN/WMD, cyber and new technologies, AROS, Investigations, CFT) is required (at least one expert).
Experience in developing and delivering training of trainers (ToT) on gender and intersectionality in CT/PCVE or security sector is an asset (at least one expert).
Experience in developing and delivering training on gender and intersectionality in CT/PCVE for Government officials is an asset (at least one expert).
Experience developing online training is an asset (at least one expert).
Previous engagement with government agencies, civil society organizations, peacebuilders, academic and research institutions, international organizations, women’s organizations, and women peacebuilders on the issues of gender and intersectionality in CT/PCVE desired (both experts).

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
