Background
The International Food Policy Research Institute (IFPRI) is hiring an experienced quantitative gender research consultant to develop a set of guidance materials for the latest suite of Women’s Empowerment in Agriculture Index (WEAI) tools. These materials include questionnaires, manuals, Stata do files, documents, briefs, and slide decks.
In addition to developing guidance materials for the latest suite of WEAI tools, the consultant will also develop guidance and provide technical support for constructing proxy indicators that can be used in place of the WEAI indicators currently recommended by the Comprehensive Africa Agricultural Development Programme (CAADP)/Malabo biennial review (BR) reporting framework and guidelines.
Scope of work
·Develop guidance materials for the latest suite of WEAI tools including the project-level WEAI (pro-WEAI), pro-WEAI for Market Inclusion (pro-WEAI+MI), and pro-WEAI for Health and Nutrition (pro-WEAI+HN). These materials include questionnaires, manuals, Stata do files, documents, briefs, and slide decks.
·Develop guidance materials and provide technical support on proxy gender indicators to two pilot countries for their CAADP BR reports. This will involve:
oA desk review of existing data from large-scale, publicly available surveys, to identify a set of proxy indicators that could be used in place of the WEAI indicators for two pilot countries (TBC).
oRemote technical support to the two pilot countries, in the computation and reporting of the proxy gender indicators.
oIn consultation with the pilot country representatives, draft guidance materials designed for government ministries and statistical offices, to assist them in identifying and calculating appropriate proxy gender indicators.
oDraft a brief (~4 pages) summarizing the gender indicators that have been reported thus far to give a snapshot of how CAADP countries are faring.
oPresent the outputs and outcomes of the work in a technical workshop and webinar.
oCoordinate and attend project meetings as needed.
Required qualifications
·Master’s degree in a Social Science field.
·Demonstrated expertise in quantitative research methods and Stata programming.
·Demonstrated expertise in using and implementing the WEAI quantitative research tools.
·Experience working in multicultural and interdisciplinary teams.
·Excellent writing skills in English.
Preferred qualifications
·Familiarity with the WEAI qualitative research tools.
·Fluency in a language commonly spoken in sub-Saharan Africa (e.g., French, Swahili).
·Ability and experience in managing internal and external relationships with project teams, donors, and collaborators.
