TERMS OF REFERENCE
Consultant: Results Based Management Mainstreaming
1. Background
In recent years, WHO’ leadership in Africa has led a sweeping transformation, reshaping the organization into one that is highly responsive, and results oriented. This strategic pivot has placed Programme Management at the forefront across all Budget Centers, strongly emphasizing Results- Based Management (RBM) approach. This emphasis is driven by the increased demands from Member States for transparent and accountable reporting while major donors are increasingly expecting an RBM orientation from partners.
Evaluation reports, such as Results-based management in WHO (2023) and the Evaluation of GPW13 (2023), as well as the GPW 14, have underscored the pivotal role of effective results management. Within the WHO’s African Regional Office (AFRO), a noticeable shift towards a results-focused approach, mainly centered around RBM, is being advanced. Budget Centre Managers and Programme Managers have clearly expressed interest in embracing a results-oriented approach for the organization to remain relevant in the ever-changing global health landscape.
While various initiatives have been implemented to enhance regionwide RBM practices, such as training Programme Management Officers, the February 2024 Management and Development Committee meeting highlighted the need to implement measures that further strengthen results delivery across all budget centers. Recently concluded Programme and Administrative Reviews in Eswatini and Tanzania WCOs have identified gaps in RBM understanding and application. As such, to accelerate conceptualization and operationalization of a regionwide approach to the practice of RBM, PBM seeks to hire an RBM consultant.
2. Deliverables
A. Results-Based Management Mainstreaming in Budget Centres
• Develop a regional RBM framework on mainstreaming
• Develop an RBM practice guide to support the practice of RBM by Budget Centres
• Present the RBM framework and practice guide to senior management
• Roll out the RBM framework and practice guide 55 Budget Centres
B. Results-Based Management Capacity Strengthening
• Develop RBM capacity self-learning checklist
• Develop an RBM training package (PPT)
• Conduct seven RBM virtual training sessions
C. Results-Based Management Learning and Sharing Community
• Establish a network of focal points and resources for RBM
• Establish a podcast on Results Based Management
3. Qualifications, experience, skills, and languages
Educational Qualifications
• Advanced university degree in social science, public health, or a related field from a recognized university
Experience
• A minimum of 10 years of professional and progressive experience in results-based programme management in INGOs and UN Agencies
• 5 years of experience with WHO’s Results-Based Management approach, experienced in the development and implementation of RBM frameworks particularly within the WHO African Region.
• Demonstrable experience in supporting results-based management in line with UN principles and standards, in supporting monitoring and reporting, in conducting assessments, reviews and/or evaluations is desirable
• Demonstrable experience in facilitating trainings/capacity building initiatives
• Experience in management of capacity building processes in diverse contexts in subject areas relevant to WHO country, regional or global level
• Work experience in an international or multicultural environment, preferable WHO AFRO.
Skills/Knowledge
• Communicate effectively both orally and in writing
• Exercise mature judgement, tact, integrity, and discretion
• Manage and maintain effective working relationships with people of different national and cultural backgrounds.
Sound knowledge of:
• Results based management in the United Nations System, preferably with WHO AFRO
• Adult learning principles and training methodologies
• Programme cycle and programme management principles
Languages and level required
• Expert knowledge of English, with a good working knowledge of French (this is interchangeable).
5. Location
• On site:
DPM/ PBM in AFRO in Brazzaville
6. Travel – If travel is involved, full medical clearance is required

• 20 August 2024 – 19 February 2025 to Brazzaville to carry out the consultancy
7. Remuneration and budget (travel costs excluded)
Rate [daily or monthly or for language and publishing services by word count or number of pages]:
Currency: USD $12,000 fixed monthly salary including per-diem for initial 30 days at $306 per day and 50% ($153 per day) afterwards
Work schedule (if applicable): AFR Office hours
Consultancy duration: 6 months
