JOB DETAIL

Result of Service

The objective of this consultancy, is the support for the implementation process of Article N°6 of the Paris Agreement; established in the Framework Law on Climate Change (Chile), including support in the coordination of the Public-Private Board of the Article.

Expected outputs:
(1) Proposal for the development and coordination of the Public-Private Board for the preparation of the regulations for the use and implementation of Article N°6 of the Paris Agreement.
(2) Proposal for the definition of referential frameworks for the establishment of implementation agreements for collaborations under Article 6.2 of the Paris Agreement.
(3) Development of referential frameworks for the Mechanism on Sustainable Development (Article 6.4 of the Paris Agreement).
(4) Definition of the instruments for the transition and implementation of Article 6.4 of the Paris Agreement and in the development of deliverables linked to Article 6 of it to the United Nations Framework Convention.
(5) Design of a strengthening capacity plan oriented to a better understanding of the Regulations, and a suitable implementation of the Law.

Deliverables:
Product No. 1: (Output 1). A Report with the definition of the Public-Private Board, including a list of the main stakeholders involved in the process, and a methodology of its operability.

Product No. 2: (Output 2, 3,4 and 5): A document containing:
– A Report including the technical and legal framework for the establishment of the implementation agreements for collaborations under Article 6.2 and 6.4 of the Paris Agreement.
– A Concept note of a Capacity Plan for a better understanding of the Regulations by the stakeholders.

Product No. 3: A Report, including a background of the Public-Private Board and inputs from the framework of implementation agreements for bilateral cooperation.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

UNEP´s Sub-Regional Office for the Southern Cone of Latin America, located in Montevideo, Uruguay, provides support to and coordinates efforts with the Governments of Argentina, Chile, Paraguay and Uruguay. The Sub-regional Office has increased its commitment to governments and other interested parties, to deepen its analysis of the environmental challenges and opportunities that the sub-region is currently facing.

In this context, the focus is on the implementation of UNEP´s Medium-Term Strategy (2022-2025) that addresses the triple planetary crisis of climate change, loss of biodiversity and pollution. The Sub-Regional Office is well positioned to inform UNEP’s corporate policies and plans, through the experiences and lessons learned from working in the 4 countries of the Southern Cone.

In 2022, Chile published the Framework Law on Climate change, which aims to face the various challenges that the country presents on climate change, in order to move towards low greenhouse gas (GHG) emissions.

In its Article N°15, the Law establishes that for compliance with emission standards, certificates accrediting the reduction or absorption of greenhouse gas emissions, obtained through the implementation of projects in Chile, may be used, for which the Ministry of Environment must develop a regulation that establishes the criteria to determine the maximum number of certificates. It will be allowed to be used to comply with the standard, as well as the requirements of the projects, their processing, background and criteria for verification methodologies and requirements for the issuance of certificates, within the framework of cooperation at the international level of Article 6 of the Paris Agreement.

In particular, Article N°6 of the Paris Agreement considers 3 collaboration mechanisms for compliance with the contributions presented by the countries and for the reduction of greenhouse gas emissions:
– Cooperative approaches (Article 6.2)
– Mechanism on Sustainable Development (Article 6.4)
– Non-market approaches/mechanism (Article 6.8)

Considering the above, and according to the direct link between the Nationally Determined Contribution (NDC), and the objective of Article 6 of the Paris Agreement, legal support with emphasis on climate change management instruments is required to comply with the contents and deadlines established in the country’s Framework Law on Climate change.

In this context, UNEP LACO is looking for a consultant to support the project established in the framework law on climate change (Chile). The incumbent will be supervised by the Head of the Sub-Regional Office for the Southern Cone of Latin America and will work from home.

Qualifications/special skills

Academic:
Bachelor’s Degree in Public Law or related areas is required.
Master´s degree in Public Law or related areas is required.

Work Experience:
• A minimum of 5 years of work experience in environment, climate change, administrative law and regulations through national/international organizations/networks, financial institutions/venture capitals, consultancies or in the public or private sector is required.
• Experience working with diverse national/international stakeholders and in partnership development is an asset.
• Desirable experience in the development of regulatory processes, management instruments and regulations on climate change.
• Familiarity working in a multi-cultural environment.
• Excellent inter-personal and communication skills.
• Flexibility and adaptability to work under pressure to meet specific deadlines.

Language:
Fluency in English and Spanish is required,
