Result of Service
The consultant will deliver the following outputs: • Minimum 20 officers from Customs trained at the 3-day practical hands-on training in search methodology relating to all types of roads going vehicles, containers, and railway. • Prepare the training report including pre and post tests results.

Duties and Responsibilities
Under the supervision of the Law Enforcement Adviser of the Regional Programme for Afghanistan and Neighboring Countries, and Programme Officer in Kazakhstan, the consultant will perform the following specific tasks: • Provide agenda and training material (including pre and post training tests) prior to training delivery for translation. • Conduct the training sessions of 3-day practical hands-on training in search methodology relating to all types of roads going vehicles, containers, and railway. The training must include instruction on safe identification and handling of chemical precursors and synthetic drugs in the search setting, in Kazakhstan and in collaboration with an expert from INCB. • Deliver a report on the training including pre and post training test results.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in law, criminology, public administration, political science, international relations, criminal justice, crime prevention and/or law enforcement or a related field is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. At least 10 years of experience in delivering trainings on the subject matter is required Excellent communication and drafting skills are required Intercultural work experience and/or working experience with the UN is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English is required. Knowledge of Russian is desirable. Knowledge of another official United Nations language is an advantage.
