Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.
The Waste and Environmental Safety Section is responsible for the delineation of a global waste safety framework based upon the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, and the development and application of safety standards for the management of radioactive waste, decommissioning, remediation and environmental releases.

 

Main Purpose

The main purpose of the consultant position is to provide support/technical assistance to develop E-Learning training packages and other on-line resources to increase competence of the Section’s Clients in safe management of spent fuel, radioactive waste, decommissioning, remediation, and environmental releases.

Functions / Key Results Expected

• Design, develop and implement safety-specific learning pathways to increase competence of the Section’s Clients in safe management of spent fuel, radioactive waste, decommissioning, remediation, and environmental releases and reflecting the Division Learning Strategy;
• Research and analyse information and materials to determine content, target audience and learning objectives for each learning package dealing with the safe management of spent fuel, radioactive waste, decommissioning, remediation, and environmental releases.
• Develop technical content for each learning package
• Undertake a wide range of consultations with concerned/relevant specialized institutions, experts, regulatory bodies and operators to inform above tasks.
• Liaise with the E-learning Specialist to translate learning packages in to e-learning materials, incorporating effective visual and interface design;
• Create learning plans and guidance information for e-learning users.

Qualifications and Experience

  •    Master’s Degree – Engineering, Chemical or related Science.

• A minimum of ten 7 years of progressively responsible experience in regulatory or safety aspects of the management of radioactive waste and spent fuel, decommissioning, remediation, and/or environmental releases.
• Knowledge of IAEA safety standards on radioactive waste management, decommissioning and remediation.
• Experience in workforce learning and development, capacity building and knowledge transfer, or a related area is an asset.
• Ability to deliver training programs, including on-line methods.
• Excellent written and verbal communication skills in English, with strong interpersonal and presentation skills.
• Conscientious and efficient in meeting commitments, observing deadlines and achieving results.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
