Qualifications

Purpose of consultancy

To operationalize the following GONE’s strategic priorities and work plan activities:

  1. Improve communication, coordination, partnership and community of practice for all onchocerciasis stakeholders to work closely to reach the 2030 Roadmap goals.
  2. Conduct action oriented and effective advocacy working towards the 2030 Road Map targets and milestones for onchocerciasis elimination.

Background

On World NTD Day 2023, the World Health Organization (WHO), Member States and partners, launched the Global Onchocerciasis Network for Elimination (GONE) to assist endemic countries with achieving the 2030 Road Map’s onchocerciasis targets and milestones. Key focus areas of the new network will be to strengthen communications and partnerships, high-level advocacy and support countries towards the achievement of the onchocerciasis 2030 targets. The GONE Secretariat is hosted by WHO.

Deliverables

To contribute to the implementation of the work plan activities and priorities of GONE.

  • Deliverable 1: Map onchocerciasis stakeholders and their areas of expertise and contribution towards the achievement of the NTD Road Map goals for onchocerciasis elimination.
    Expected by: December 2024
  • Deliverable 2: Organize GONE meetings (virtual or in-person) and provide updates on national onchocerciasis elimination programmes, share knowledge and challenges and advocate towards decision-makers and stakeholders to address critical actions needed.
    Expected by: December 2024
  • Deliverable 3: Formalize and standardize advocacy activities and communication mechanisms to help ensure that priority concerns are addressed.
    Expected by: December 2024
  • Deliverable 4: Operationalize GONE’s strategic priorities and work plan activities in consultation with GONE steering committee:
    • Develop/facilitate implementation of work plan, terms of references, supporting documents/communications material.
    • Organize the registration of GONE members and participants.
    • Monitor and evaluate activities and processes of GONE, make amendments, in consultation with the Steering Group, to optimize overall GONE’s functioning and impact.
      Expected by: December 2024
  • Deliverable 5: Develop concept for website and facilitate the population and regular update of the website; facilitate central repository for GONE to house all relevant documents and resources.
    Expected by: December 2024
  • Deliverable 6: Organize and facilitate GONE working groups for different thematic areas.
  • Deliverable 7: Moderate/facilitate the Steering group and keep all stakeholders engaged.
  • Deliverable 8: Prepare OTS meetings, country consultations, program reports.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in Public Health, Humanities or any related field.

Experience

Essential:

  • Over 10 years of relevant professional experience in global health, public policy, poverty-related and neglected diseases.
  • Minimum 3 years’ experience with NTDs programs.
  • Solid experience in managing international teams and global projects, public-private partnerships, developing/implementing advocacy campaigns, shaping policies and building political and financial support across various stakeholder groups.
  • Proven track record of mobilizing large amounts of funds from public, private and philanthropic sources.
  • Vast experience in working with governments around the globe, researchers, academia, the private sector, non-governmental organizations, civil society, philanthropic and multilateral organizations.

Desirable:

  • Experience in working with WHO departments on poverty-related infectious diseases, including WHO department of Neglected Tropical Diseases.
  • Experience in engaging with key NTD stakeholders and in particular onchocerciasis stakeholders.
  • Experience in doing evaluations and analysis of studies and data.
  • Experience in organizing high-level conferences.
  • Experience with media engagement (including pitching and outreach to reporters).

Skills/Knowledge:

  • Excellent written and verbal communication skills: Communicate effectively in various languages with multiple stakeholders and target audiences at global, regional and national level.
  • Strong motivational, organizational, diplomatic and networking skills.
  • Expertise in developing and implementing advocacy tactics and strategies, shaping priorities and policies in global health.
  • Demonstrated ability in delivering exceptional and timely results, succeeding in high-pressure situations.
  • Solid knowledge in influencing decision-making processes and translating evidence-based knowledge into policy action in global health.
  • Fluency in the strategic shifts in NTD control and elimination highlighted in the 2030 NTD Road Map.
  • Expertise in grant proposal writing and international project management.

Languages required:

Essential:

  • Expert knowledge in English.
  • Expert knowledge of French.

Desirable:

  • Intermediate knowledge of Spanish.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C – USD 10,000 – 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
